OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA~ CALIFORNIA
June 20, 1978
The meeting was called to order at 8:08 P.M. by Mayor Vernon
S. Evans in the City Council Chambers, 22 Civic Center Plaza.
Council members present were: Gordon Bricken, David F. Ortiz,
Harry K. Yamamoto, John Garthe, David L. Brandt, James E. Ward
and Mayor Evans. The following Staff members were also present:
City Manager Bruce C. Spragg, City Attorney Keith L. Gow,
Assistant City Manager Daniel Stone, Police Chief Raymond C.
Davis, and Clerk of the Council Florence I. Malone.
INVOCATION

the Invocation was given
by Councilman Ortiz.
MEETING OBJECTIVES Mayor Evans announced
OUTLINED BY MAYOR that Council would be
considering the 1978-79
Police Department Budget
at this meeting; that following the Staff presentation, 15-20
minutes time would be devoted to comments, suggestions and
recommendations from the audience.
POLICE DEPARTMENT Chief Davis distributed
OPERATING BUDGET schedules outlining
5% REDUCTION possible reductions in
TENTATIVELY APPROVED the Police Department's
Preliminary Budget for
fiscal year 1978-79, ranging from a 2½% reduction to 13% reduc-
tion and described the impacts of each after he had opened his
presentation by stating that his objective is to maintain the
Community Oriented Policing (COP) Program. He described the
Program as the most successful in the State in law enforcement,
and, using the overhead projector, he presented statistical
comparisons and information to support his statement.
The Chief stated that the 2½% (Schedule A) and the 5% (Schedule
B) proposed budget reductions would not severely impact the
department's operation; that, respectively, they represent a
$365,000 and a $692,700 reduction from the $13,832,000 depart-
mental budget; and that the 10% (Schedule C) and 13% (Schedule
D) reductions of $1,382,000 and $1,827,250, respectively, would
drastically reduce or eliminate the COP Program entirely.
The following persons spoke in favor of maintaining the COP
Program and described its benefits to the community: Heulan
Smith, 706 N. Raitt; John Holmberg, 618 Cypress; Arla Crandall,
4206 W. Wisteria; Beverly Ravelli, 4902 W. Spruce; George Olm-
stead, 1527 S. Stanton; Louise McDaniel, 2901 W. First;
Arthur Stewart, 1030 W. Santa Ana Blvd.; Gino Leonetti, 2914
W. Raymar.
Councilman Bricken moved to tentatively reduce the Police
Department's $13,832,000 proposed preliminary operating budget
by 5%, amounting to $692,700, without effecting any personnel
cuts. Councilman Ortiz seconded the motion, which carried

ADJOURNMENT Following the Mayor's
announcement that at
Council's next meeting
they would consider the
Budgets of the City Attorney and Planning Department, he ad-
journed the meeting at 6:10 P.M. to Friday, June 21, 1978 at
5:00 P.M., in the Council Chambers.
