WHERFAS, the OCIIIIamity Rsdsvelq:ment 1qerc¡ of the city of santa Ana
is engaged in redevelc:pœnt activities which are in the interest of the health,
safety an:i general wlfare of the residents of santa Ana; an:i
WHERFAS, in order to facilitate redevelq:ment activities, the 1!qerr:::y
has ptqJOSeS to sell certain real prcperty pmsuant to the 1:e:I:m an:i provisions
of that certain DispositiCll1 arxi Develc:pœnt Agreement between the 1!qerr:::y an:i
Adrien an:i Bamara HcughtaI, which is en file in the office of the Ex8cutive
Director of the 1qerc¡, in which said real prcperty arxi stnJcture located at
817 N. Lacy street, santa Ana (hereinafter referred to as the "Site") is
desc:::riœd; an:i
WHERFAS , Adrien an:i Bamara Hcughtal have suJ:mi tt.ed to the 1!qerr:::y a
written offer in the fom of said Agreement to purchase an:i rehabilitate the
site; an:i
WHERFAS, the proposed Agreement CCZJtains all the provisions, 1:e:I:m ,
ccnditiCl'ls an:i obligations required by state an:i local law; an:i
WHERFAS, Adrien an:i BIIzbara HcA.1ghtcn possess the qualifications an:i
financial J:'eSCJI.D:'CeS necessæy to aoquiJ:a an:i insure the develc:pœnt arxi
rehabilitaticn of the site; arxi
WHERFAS , the 1!qerr:y has prepared , an:i the City Council has reviewed
an:i CŒlSidered a SUImDIIry Report set:tirq forth the cost of the Agreement to the
1!qerr:::y, the est:mated value of the interests to be oanveyed dstemined at the
highest uses an:i the pm::tIase price, an:i has made said SUImDIIry Report available
for pmlic inspecticm in accordance with the california Rsdsvelc:pœnt law; an:i
WHEREI\S , pmsuant to the provisions of the california Redeve1q:ment
law, the 1qerc¡ an:i the City Council have held a duly noticed joint pmlic
hearin1 en the proposed sale of the site an:i the proposed ag1.eement; arxi
WHEREI\S, a Negative Declarat:1cn has been filed. with the city of Santa
Ana city Clerk for the develc:pœnt an:i rehabilitation of the site; an:i
WHEREI\S, the 1!qerr:::y has CŒlSiåered the enviranm8nta1 effects of the
develq:ment of the site as shewn in the Negative Declaraticm prior to its

is in acccm1 with the p¡b1ic p.¡rpcses and provisions of the ew1icab1e state
and local laws .
