A'RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA FINDING THAT THE
AGGREGATION OF THE NEW OR SUBSTANTIALLY
REHABILITATED DWELLING UNITS IN ONE OR MORE
REDEVELOPMENT PROJECT AREAS WILL NOT
EXACERBATE RACIAL, ETHNIC OR ECONOMIC
SEGREGATION
WHEREAS, the State Community Redevelopment Law (Health & Safety Code section
33000 et seq.) requires at section 33413(b)(2)(A) that at least fifteen percent (15%) of all new and
substantially redeveloped dwelling units developed within any redevelopment project area by
public or private entities or by persons other than the redevelopment agency be available at as
affordable housing to persons and families with low or moderate income, and that not less than
forty percent (40%) of such dwelling units be available to and occupied by persons and families
with very low income; and
WHEREAS, this provision of state law further provides that the Community
Redevelopment Agency of the City of Santa Ana ("Agency") must adopt a plan to accommodate
this and associated requirements of this section as part of the five year ImplementationPlan, which
has been considered and approved by the Agency as part of this same agenda item; and
WHEREAS, this provision of state law further allows a redevelopment agency having
jurisdiction over more than one redevelopment project area to aggregate such new or substantially
rehabilitated dwelling units in one or more project areas, provided only that the agency fmds, based
on substantial evidence that the segregation will not exacerbate racial, ethnic or economic
segregation within the jurisdiction; and
WHEREAS, at a duly noticed public hearing held on December 6, 1999 in conjunction with
the adoption of the Agency's five year Implementation Plan, the Agency has considered all public
testimony offered regarding this portion of the five year Implementation Plan; and
WHEREAS, the Agency has detennined that rather than adopt an Implementation Plan to
meet the provisions of this section separately for each project area, that the Implementation Plan
should address these issues in an aggregate fashion; and
WHEREAS, all demographic infonnation available to the Agency demonstrates that the
persons and families of differing racial, ethnic and economic backgrounds are dispersed throughout
the different redevelopment project areas of the city as well as in neighboring residential areas; and

WHEREAS, there is no evidence before the Agency that aggregating new or substantially
rehabilitated dwelling units in one or more project areas will cause of exacerbate racial, ethnic or
economic segregation;
NOW, THEREFOlÅ’ BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA that the Agency hereby finds and detennines, based
on substantial evidence including but not limited to the fmdings stated above, which are
incorporated herein by this reference, that the aggregation of new or substantially rehabilitated
dwelling units in one or more project areas of the City of Santa Ana will not cause or exacerbate
racial, ethnic or economic segregation.
