HomeMy WebLinkAbout2001-03 CRA - ,". . ~ . . RESOLUTION NO. 2001- 03 . A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING THE FISCAL YEAR 2001-2002 BUDGET .. BE IT RESOLVED BY THE MEMBERS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: 1. Findings. The Community Redevelopment Agency of the City of Santa Ana finds, detem1Ìnes and declares as follows: a. Pursuant to Health & Safety Code § 33606, the Community Redevelopment Agency of the City of Santa Ana ("Agency") must adopt an annual budget. b. The draft budget for fiscal year 2001-2002 presented to the Agency is designed to further implement the Agency's mandate to reduce or eliminate the physical and economic conditions that cause blight within the City of Santa Ana. c. The Legislature has concluded that the term "redevelopmenf' includes . provision for open-space types of use, such as streets and other public grounds and space, and the repllJDDing or redesign of stagnant or improperly utilized areas whiéh exist because of defective or inadequate street layout The Legislature has also provided that redevelopment agencies may expend funds for the installation or construction of streets, utilities, parks, playgrounds and other public improvements necessary for carrying out in the project area the redevelopment pIan, whether in conjunction with development of a building site or othqwise. d. The Agency finds that for at least the last decade there exists in many locations throughout the City of Santa Ana, both inside and outside of project areas, inadequate streets, utilities, curbs, gutters, sidewalks and landscaped areas which jeopardize the health and safety of existing low-income and moderate-income residents of the City, as identified by qualified census tracts. The Agency further finds that expenditures for improvements to specific streets and sidewalk areas proposed in the draft budget for fiscal year 200 1-2002, specifically Bristol Street between McFadden Avenue and Pine Street, as has been the case in prior years, are necessary to eliminate these specific conditions. The installation, repair and replacement of missing, damaged or deteriorated and cracked curbs, gutters driveway approaches and sidewalks, including provision for sidewalk curb ramps for wheelchair access, is necessary to preserve neighborhoods serving low-income and moderate-income residents and to promote investment by private lenders, developers, owners and tenants in these neighbOIhoods. The Agency finds that without these expenditures the provision of affordable housing in the City would deteriorate. . ". .... . . . . e. The Agency adopts by reference and inco¡POIates as though fully set forth herein each and every finding contained in the supporting documentation which accompanies the draft budget for fiscal year 2001-2002, including but not limited to the May 24, 2001 memorandum from 1he Executive Director to the City Manager, the May 21, 2001 letter from the City Manager to the Honorable Mayor and City Council Members, and the ~une 18, 2001 staff report from the Executive Director to the Agency, together with all exhibits attaq,bed to said documents. . f. The draft budget for fiscal year 2001-2002, together with the supporting documentation presented to the Agency, complies in all respects with the requirements of the Community Redevelopment Law, including but not limited to Health & Safety Code § 33606. g. e. For those expenditures proposed which are outside a project area in the draft budget for fiscal year 2001-2002, the Agency finds and declares that such expenditures will be of benefit to the project area. This finding is made pursuant to Health & Safety Code § 33334.3(i). 2. Adoption ofBudget. The fiscal year 2001-2002 budget of the Community Redevelopment Agency of the City of Santa Ana is hereby approved and adopted pursuant to Heal1h & Safety Code § 33606. .
