MINUTES ADJOURNED REGULAR MEETING COMMUNITY REDEVELOPMENT AGENCY CITY OF SANTA ANA, CALIFORNIA December 15, 1975 The Adjourned Regular Meeting of the Community Redevelopment Agency was called to order by Chairman John Garthe, at 2:00 P.M., in the City Council Chambers, 22 Civic Center Plaza. Roll call was as follows: PRESENT ABSENT David L. Brandt Gordon Bricken Vernon S. Evans David F. Ortiz James E. Ward Harry K. Yamamoto John Garthe The following persons were also present: Richard E. Goblirsch, Executive Director Susan Shick, Assistant to Executive Director Bruce Spragg, City Manager Keith Gow, City Attorney PUBLIC HEARING - PROPOSED DISPOSITION AND DEVELOPMENT AGREEMENT FOR SALE OF SANTA ANA TOWERS SITE Chairman Garthe announced that this was the time and place for the public hearing on the proposed Disposition and Development Agreement for the sale of the Santa Ana Towers site to National Housing Consultants, Inc. The Santa Ana Towers is a proposed 200-unit residential development for senior citizens~ The public hearing was opened by the Mayor and continued to 4:00 P.M., to be held in conjunction with the Agency's 4:00 P.M. public hearing on the Environmental Impact Report on the unani- mously approved motion of Mr. Evans, seconded by Mr. Yamamoto. RECESS At 2:02 P.M. the Agency meeting was recessed until 4:00 P.M., on the unanimously approved motion of Mr. Evans, seconded by Mr. Yamamoto. PUBLIC HEARING - SANTA ANA TOWERS ENVIRONMENTAL IMPACT REPORT At 4:08 P.M., Chairman Garthe announced that this was the time and place set for the Redevelopment Agency's public hearing on the draft supplemental Environmental Impact Report to the Santa Ana Redevelopment Project Environmental Impact Report for 200 units of senior citizens' housing to be constructed between Ross and Birch, First and Third Streets in the Santa Ana Rede- velopment Project Area under the United States Housing Act of 1937 as amended. The Chairman stated that the draft supplemental Environmental Impact Report had been on file for public inspection in the office of the Redevelopment Agency since November 14,1975. He opened the public hearing and requested a staff presentation. . . . . . ... Mr. Goblirsch stated that the Agency had received copies of the Environmental Impact Report and that it had been available for public review. Mr. Ward stated that he had found the Environmental Impact Report to be quite adequate. He questioned the statement on page 21 regarding lack of better access. Mrs. Shick responded that the Environmental Impact Report defines existing environmental con- ditions surrounding the site; that there is a lack of access between the downtown and the freeway. The public hearing on the draft supplemental Environmental Impact Report was closed by the Chairman. RESOLUTION 75-19 - ENVIRONMENTAL IMPACT REPORT The full reading of the following resolution was waived and it was read by title only on the unanimously approved motion of Mr. Yamamoto, seconded by Mr.' Evans and adopted on the motion of Mr. Yamamoto, seconded by Mr. Evans and carried, with Council- man Bricken dissenting: RESOLUTION 75-19: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING AND CERTIFYING THE SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT TO THE SANTA ANA REDE- VELOPMENT PROJECT ENVIRONMENTAL IMPACT REPORT ADOPTED MAY 15, 1975, FOR 200 UNITS OF SENIOR CITIZENS HOUSING TO BE CONSTRUCTED BETWEEN ROSS AND BIRCH, FIRST AND THIRD STREETS IN THE SANTA ANA REDEVELOPMENT PROJECT AREA UNDER THE UNITED STATES HOUSING ACT OF 1937 AS AMENDED ' PUBLIC HEARING - SALE OF SANTA ANA TOWERS SITE DISPOSITION AND DEVELOPMENT AGREEMENT The Chairman stated that this was the time and place for the public hearing on the proposed Disposition and Development Agree- ment for the sale of the Santa Ana Towers site to National Housing Consultants, Inc., for the purpose of developing 200 residential units for senior citizens. The Executive Director reported that a copy of the Agreement had been on file for public inspection in the office of the Redevelop- ment Agency since November 28, 1975. The Agency certified that the Final Supplemental Environmental Impact Report for the project had been reviewed and considered on the unanimously approved motion of Mr. Evans, seconded by Mr. Ward. The Chairman invited public testimony. There was no response from the audience and the public hearing was continued to 2:00 P.M., January 5,1976, in the Council Chambers, on the unanimously approved motion of Mr. Evans, seconded by Mr. Ward.
