June 5, 1979
The meeting was called to order in Room 831 of City Hall, 20 Civic Center Plaza,
by Mayor James E. Ward at 5:35 p.m. Council members present were Gordon Bricken,
Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel, Alfred Serrato,
Harry K. Yamamoto, and Mayor Ward. Also present were City Manager/Acting Clerk
of the Council B. J. Thompson, City Attorney Keith Gow, Deputy Clerk of the
Council Martha Lee, members of the Citizens Task Force to Review City Services,
citizens and representatives of the press.

The City Manager distributed the
following organizational charts
for Council's information and
consideration, and described each:
1) Present Administrative Organization, City of Santa Ana Government
2) Proposed Administrative Organization, City of Santa Arm Government
3) Office of the City Manager
4) Office of the City Manager - Division of Executive Services
5) Proposed Administrative Organization (Redevelopment & Housing Services)
6) Proposed Alternative Administrative Organization, City of Santa Aha
Government
Numbers of positions and dollar amounts were shown in Charts 1, 2 and 6.
Council discussed the proposed Executive Services Division of the City Manager's
Office, and generally concurred that the Division would effectively provide
necessary fact finding research and analysis to assist Council in the decision
making process. Councilman Yamamoto expressed concern that the Division might
be a luxury; and Councilman Markel co~nented that the same services could be
provided for in the Clerk's Office.
The City Manager responded that the services as proposed would not increase the
overall Budget; that Council needs support from the City Manager's Office;
and that traditionally this type of research and reporting is not a function of
the Clerk's Office.
A memo dated June 5, 1979, to the City Manager from the Deputy City Manager,
entitled "Policy Analysis and Planning", was discussed by the Council. The
City Manager explained that the proposed Policy Planning position would address
long range planning and how to manage and anticipate change, which would
strengthen executive management services to the City Council; that it would provide
an overview position to relate departmental policy planning to Council at the
executive policy making level; and that the position is within Budget allocations.
Coancilman Bricken left the meeting at 6:30 p.m.
Council discussion of Redevelopment Housing Services followed. The City
Manager stated that the services under this logical functional heading have
worked together for many years, and that strong leadership is needed for
comprehensive coordination of grant programs and strategy.
Councilmen Yamamoto, Serrato, Markel, Luxembourger and Mayor Ward expressed some
reservations regarding the proposed combination of services.
Speakers were Al Amezcua, who supported the Policy Planning position, suggested
an evaluation period for the Reorganization Plan with a task force committee
appointed for review, and creation of a separate Housing Commission; Melvin Jones,
who compared the proposed Redevelopment and Housing Services position to that of
quarterback, Manager as head coach and Council as owner-managers and suggested
that some difficulty might arise if the City Manager were bypassed by Redevelop-

ment Housing services; and P. Lee Johnson, Chairman of the City Services Task
Force, who recommended that any management reorganization plan approved by
Council should add to the effectiveness and efficiency of City administration
at no additional cost, or hopefully less cost, to the taxpayer.
By unanimous informal consent, the matter was continued to the regular meeting
on June 18, 1979, in the City Council Chambers.

other costs related to the move of replacement homes to applicants'
property.
