The Special Meeting the City of Santa Ward at 5:15 P.M. in Plaza, Santa Ana, roll was called: of the Community Redevelopment Agency of Ana was called to order by Chairman James the City Council Chambers, 22 Civic Center California. After the pledge to the Flag, PRESENT ABSENT Daniel Griset Robert Luxembourger Al Serrato Harry Yamamoto James Ward Gordon Bricken J. Ogden Markel Others in attendance: Richard E. Goblirsch, Executive Director Dave Ream, Assistant Executive Director Tom Hammill, Real Estate Officer Keith Gow, City Attorney Ed Cooper, Assistant City Attorney Claire Gratian, Deputy City Attorney Dan Stone, Assistant City Manager Susan Fair, Administrative Assistant Dave Williams, Santa Ana City Center Association Robyn Gensicke, Planning Aide Martha Lee, Deputy City Clerk Al Alves, G.P.R.A. Ernest Norton, California Federal Teacher's Credit Union Bruce Englebrecht, Newport Law Center Tom Burton, Newport Law Center Rudolph Lowy, Lesny Development Company After roll was called, Chairman Ward excused himself from the meeting due to a conflict øf interest, and turned the chair over to Mr. Griset. CONTINUATION OF OLD COURTHOUSE PLAZA Mr. Griset presented a letter dated July 24, 1979 from Rudolph J. Lowy, Executive Vice President of Lesny Development Company stating their understanding ~hat the awarding of negotiating rights was to be continued for thirty (30) days. He expressed their need for a continuance so they could submit a revised proposal. A motion was made by Mr. Serrato, seconded by Mr. Yamamoto and carried unanimously to receive and file the letter from Lesny Development Company. A motion was made by Mr. Serrato, seconded by Mr. Luxembourger and carried unanimously to reconsider the motion of continuance, from the Redevelopment Agency Meeting of July 16, 1979, to the regular meeting of August 20, 1979. Mr. Yamamoto stated his reason for opposition of the motion at the July 16 meeting was due to lack of information. A motion was made by Mr. Yamamoto, seconded by Mr. Serrato and carried unanimously to grant a six month exclusive right to negotiate to the California Federal Teachers Credit Union. . A motion was made by Mr. Luxembourger, seconded by Mr. Griset to negotiate with the Newport Law Center and Lesny Development an exclusive right to negotiate for an alternate site, preferably that bounded by Civic Center, 10th, Flower and Garnsey, immediately north of the proposed Allen Jones development, and report back to this Agency on August 6 with the results of those negotiations. Mr. Yamamoto spoke in opposition to the motion. He stated that he did not feel two developers should be given exclusive rights to negotiate. Mr. Serrato was in agreement with Mr. Yamamoto's comments. The motion was then called for and failed by the following roll call vote: AYES: NOES: ABSENT: Griset, Luxembourger Serrato, Yamamoto Bricken, Markel, Ward . There being no further business, the Special Meeting of the Community Redevelopment Agency was adjourned at 5:45 P.M. upon the motion of Mr. Serrato, seconded by Mr. Yamamoto and carried unanimously. r' z {Jca-zX E.
