MINUTES REGULAR MEETING COMMUNITY REDEVELOPMENT AGENCY SANTA ANA, CALIFORNIA MARCH 19, 1979 The Regular Meeting of the Community Redevelopment Agency of the City of Santa Ana was called to order by Chairman David L. Brandt at 2:08 P.M. in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. After the pledge to the Flag, roll was called: PRESENT ABSENT David Brandt Gordon Bricken Vernon Evans John Garthe David Ortiz James Ward Harry Yamamoto Others in attendance: Richard E. Goblirsch, Executive Director Tom Hammill, Real Estate Officer Stacey Creveston, Secretary B.J. Thompson, City Manager Dan Stone, Assistant City Manager Keith Gow, City Attorney APPROVAL OF MINUTES A motion was made by Mr. Evans, seconded by Mr. Garthe and carried unanimously to approve the Minutes of the Special Meeting held on March 12, 1979. RELOCATION ASSISTANCE PROGRAM A motion was made by Mr. Ortiz, seconded by Mr. Garthe and carried (Mr. Yamamoto voted NO) to authorize the Executive Director to issue relocation payments as follows: A. American National properties Rachel Meacham 206 Roe Drive $10,000.00 Market Rate Housing Teresa Vargas 201 N. Flower $ 1,875.00 Before the question was called for on the above motion, Agency member Yamamoto questioned why the Agency was going to pay relocation money to Teresa Vargas since she does not qualify for the payment. The Executive Director stated that Ms. Vargas did not know that she was moving into a relocation area, and that she moved into the project after the Agency made an offer to acquire the property. Because of this technicality, and because of her financial condition and the size of her family, Staff has not been able to find an adequate relocation unit. It is Staff's recommendation to pay her to assist in moving, or Staff will be . . . . faced with a most difficult time in finding her suitable housing. Staff has located a dwelling, but Ms. Vargas needs financial assistance in order to move in. A motion was made by Mr. Garthe, seconded by Mr. Ward and carried unanimously to authorize the Executive Director to issue relocation payments as follows: B. Heritage Purple Heart Veteran's Rehabilitation Services, Inc. 600 W. Santa Ana Boulevard $ 4,387.82 ACQUISITION OF PROPERTY IN THE AMERICAN NATIONAL PROPERTIES SITE A motion was made by Mr. Ward, seconded by Mr. Bricken and carried unanimously to adopt Resolution 79-11: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE AGREEMENT FOR THE ACQUISITION OF REAL PROPERTY IN THE REDEVELOPMENT PROJECT AREA. CONTRACT FOR ECONOMIC DEVELOPMENT SERVICES A motion was made by Mr. Ward, seconded by Mr. Bricken and carried unanimously to adopt Resolution 79-12: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE AGREEMENT WITH VICTOR S. GRGAS FOR ECONOMIC DEVELOPMENT SERVICES. SB-99 BOND ISSUE A motion was made by Mr. Ward, seconded by Mr. Garthe and carried unanimously to receive and file the report on the SB-99 Bond Issue. DENNIS/BURKES DEVELOPMENT A motion was made by Mr. Garthe, seconded by Mr. Ward and carried (Mr. Yamamoto voted NO) to approve the six month extension of exclusive right to negotiate. AUTHORIZATION TO SOLICIT BIDS FOR DEMOLITION OF PROPERTY IN KEISER AND AMERICAN NATIONAL PROPERTIES DEVELOPMENT SITES A motion was made by Mr. Ward, seconded by Mr. Garthe and carried unanimously to authorize the Executive Director to solicit bids for demolition of property in Keiser and American National properties development sites. BID AWARD FOR CONSTRUCTION OF SECOND STREET MALL A motion was made by Mr. Ward, seconded by Mr. Garthe and carried unanimously to authorize the Executive Director to award a contract to the lowest responsible bidder, ECCO Contractors, Inc. for a total amount of $336,876.80. AUTHORIZATION FOR EXECUTION OF GRANT DEED RESTRICTIONS FOR HERITAGE DEVELOPMENT SITE AND DECLARATION OF A motion was made by Mr. Evans, seconded by Mr. Ward and carried unanimously to authorize the Chairman to execute a Grant Deed and Declaration of Restrictions with Dumex Corporation, dba Heritage Development Company, for sale of site pursuant to Owner's participation Agreement dated March 28, 1978. -2- . . . . A motion was made by Mr. Garthe, seconded by Mr. Ward and carried unanimously to approve the standard resolution to be prepared by the City Attorney's office authorizing the execution of the easement by the Chairman of the Agency. REQUEST FOR SPECIALIST RANGE INCREASE REHABILITATION PLANNING FOR SALARY A motion was made by Mr. Ortiz, seconded by Mr. Garthe and carried (Mr. Yamamoto voted NO) to recommend that the salary for the position of Rehabilitation Planning Specialist be increased from Salary Range 390 to Salary Range 420 to reflect increased responsibilities. RESCUE MISSION -- CHAMBER OF COMMERCE Mr. Victor Alleman, Chairman of the Chamber's Redevelopment Committee stated that the following motion was approved by the Board of Directors of the Greater Santa Ana Chamber of Commerce on March 16,1979: "That the Greater Santa Ana Chamber of Commerce present, in person at a City Council meeting, a resolution that in the interest of the community, the condemnation of the building at 214 North Sycamore Street, Santa Ana, proceed at the earliest possible time." A motion was made by Mr. Ortiz, seconded by Mr. Ward and carried unanimously to receive and file the above report.
