MINUTES ADJOURNED REGULAR MEETING COMMUNITY REDEVELOPMENT AGENCY SANTA ANA, CALIFORNIA AUGUST 24, 1982 The Adjourned Regular Meeting of the Community Redevelopment Agencyof the City of Santa Ana was called to order by Chairman Gordon Bricken at 5:32 P.M., in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. Following the Pledge to the Flag, Chairman Bricken called for a moment of silent prayer for peace. Wilson, City Manager Rex Swanson, Ass't. City Manager/Development Richard Lay, Ass't. City Attorney David N. Ream, Community Development Director Mellmary McNeely, Secretary Ed Martin, Esq., Martin & Cottle Serv ices REQUEST FOR ASSISTANCE FROM MR. AND MRS. GREENBERG The City Manager advised the Agency that, due to the fact that information from Martin & Cottle, attorneys for Mr. and Mrs. Greenberg, had arrived too late to be disseminated to Agency and staff with the Agendas on August 20, 1982, Staff respectfully requested that the Redevelopment Agency continue this matter until September 7, 1982 at 4:00 P.M. Mr. Ed Martin, attorney for the Greenbergs, addressed the Agency and stressed the urgency of his client's condition and invited the Agency members to visit the Grand Central Building as a part of their deliberations. After further discussions, it was moved by Mr. Luxembourger, seconded by Mrs. McGuigan and carried unanimously (5:0) that the Agency's consideration of the request for assistance from Mr. and Mrs. Greenberg be continued until the Agency meeting of September 7, 1982 at 4:00 P.M. . . . Jo BID AWARD FOR SASSCER PARK CONSTRUCTION IMPROVEMENTS LOCATED ON OF The City Manager asked the Assistant City Manager to review the progress made in the effort to reduce the amount of the bid award for the construction of improvements located on Sasscer Park. The Assistant City Manager stated that, in meetings involving staff and Mr. Acosta, it had been determined that the estimate of the bid amount, made by the City's architect, had not been realistic. He reviewed those areas in which cuts might be affected and pointed out that all of the bids submitted were in the $900,000 range and higher. He added that the consistency shown in the bids had indicated that the lowest bid, submitted by Goodman & peloquin, Inc., was a more accurate costing of the project than that done by the City's architect. It was called to the attention of the Chairman by the Assistant City Attorney that the following motion had been made at the Agency meeting of August 17,1982, by Mr. Griset, seconded by Mr. Luxembourger: That the Redevelopment Agency authorize the Chairman of the Community Redevelopment Agency to award the Bid and execute a Contract with Goodman & Peloquin, Inc., the lowest responsive bidder, in the amount of $993,050.10 for the construction of the improvements to Sasscer Park. After a brief discussion, the motion was defeated by a unanimous vote (5:0). After a lengthy discussion between the Agency, Staff, the contractor and his architect, in which the Agency members all expressed serious reservations regarding the fact that the lowest responsive bid was 29% over the estimated amount shown in the City's Request for Bids, it was moved by Mr. Luxembourger, seconded by Mr. Acosta and carried unanimously (5:0) that the Redevelopment Agency authorize the Chairman of the Community Redevelopment Agency to award the Bid and execute a Contract with Goodman & Peloquin, Inc., the lowest responsive bidder, for the construction of improvements to Sasscer Park, and instruct staff to reduce the contract amount by $100,000 through change orders based on consultations with the architect and contractor, and report back to the Agency. ADJOURNMENT There being no further business to come before the Agency, Chairman Bricken declared the meeting adjourned, at 6:23 P.M., until September 7, 1982 at 4:00 P.M. in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. ~~ Gordon Brlc6:en, Chairman ~~ Executive Director 2.
