SPECIAL MEETING
COMMUNITY REDEVELOPMENT AGENCY
SANTA ANA, CALIFORNIA
APRIL 5, 1982
The Special Meeting of the Community Redevelopment Agency of
the City of Santa Ana was called to order at 10:06 P.M., in
the City Council Chambers, 22 Civic Center Plaza, Santa Ana,
California. After the Pledge to the Flag, and the
Invocation given by Reverend Eugene Koker, roll was called:

MAJOR COMMERCIAL REHABILITATION PROGRAM - DEFERRED LOAN -
GREENBERG/GRAND CENTRAL BUILDING - 117 N. BROADWAY
A motion was made by Mr. Griset, seconded by Mr.
Luxembourger and carried by a 6:1 vote (Mr. Markel casting
the "NO" vote) to adopt Resolution 82-17: A RESOLUTION OF
THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA
AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA TO EXECUTE A COMMERCIAL
REHABILITATION LOAN SUPPLEMENTAL AGREEMENT BETWEEN THE
AGENCY AND HARRY GREENBERG AND EVELYN GREENBERG.
ORAL COMMUNICATIONS
Mr. Serrato stated that with the present high interest rates
and the Agency's surplus of vacant lots, it will probably be
one or two years before we can take on additional efforts in
the Downtown. Due to this reduction and the level of
activity, he felt that it would be appropriate for the

members of the Agency to discuss the possibility of a
twenty-five percent (25%) reduction in the Agency's 1982-83
budget during the next month's budget review. He also
expressed a concern that the Agency may be replacing much of
the existing retail with office space.
