DEVELOPMENT COMMISSION/COMMUNITY REDEVELOPMENT
COUNCIL CHAMBERS

NOVEMBER 26, 1985
AGENCY
The Regular Joint Meeting of the Downtown Development
Commission/Community Redevelopment Agency was called to order at 7:00 PM
in the Council Chambers at 20 Civic Center Plaza, Santa Ana, California,
at which time City Council was also called to order. Clerk of the
Council Jan Guy conducted roll call as follows:

MINUTES
It was moved by Commissioner McGuigan, seconded by Commissioner Young,
and carried unanimously (5:0) to approve the October 22, 1985 minutes of
the Regular Joint Meeting as received.
JOINT PUBLIC HEARING REGARDING DISPOSITION AND DEVELOPMENT AGREEMENT FOR
THE A-12 SITE WITH URBAN VENTURES CORPORATION
It was moved by Mr. Luxembourger, seconded by Ms. McGuigan, and carried
unanimously (5:0) to continue this item to the meeting of January 21,
1986. Mr. Young expressed his hope that the process of continuance will
include examination of some of the off-site parking issues in the
affected neighborhood. Rex Swanson, Deputy City Manager/Development,
stated that such consideration was indeed one of the purposes of the
continuation.

RESOLUTION NO. 85-140: A RESOLUTION OF THE CITY OF SANTA ANA ORDERING
FORECLOSURE OF DELINQUENT ASSESSMENTS
Councilperson McGuigan inquired whether anyone had remitted delinquent
assessments to date, and David Ream, Executive Director/Economic
Development, reported that no such payments have been received.
Councilperson McGuigan asked if formal legal actions would result in
liens, and Mr. Ream explained that there may be property foreclosures,
just as in any tax debt. Councilperson Luxembourger asked what the
procedure is proposed to be. Roger Kooi, Downtown Development
Commission Director, answered that the ini tial step would be
notification and reaffirmation of property owners. Mr. Kooi asserted
that it is staff's desire to complete this initial activity in the next
60 days, inclusive of letters and personal contacts. Edward Cooper,
City Attorney, reported that the City would incur no additional expense
in enforcement activities since any fees would be collected from the
property owners. It was moved by Councilperson Young, seconded by Mayor
Griset, and unanimously carried (5:0) to adopt Resolution No. 85-140: A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ORDERING
FORECLOSURE OF DELINQUENT ASSESSMENT.
ADJOURNMENT
There being no further business to come before the Community
Redevelopment Agency and the Downtown Development Commission, these
bodies were adjourned at 7: 25 PM to their respective next regularly
scheduled meetings.
