CITY OF SANTA ANA, CALIFORNIA
November 5, 1979
The regular meeting was called to order at 2:05 p.m. by Mayor James E. Ward
in the City Council Chambers, 22 Civic Center Plaza. Council members present
were Gordon Bricken, Daniel E. Griset, J. Ogden ~larkel, Alfred C. Serrato,
Harry K. Yamamoto, and Mayor Ward. Councilman R. W. Luxembourger was absent.
Also present were staff members Assistant City Manager Daniel E. Stone, City
Attorney Keith L. Gow, and Clerk of the Council Janice C. Guy.

RECESS At 2:07 p.m. Council recessed to
HOUSING AUTHORITY & COM~JNITY convene the regular meeting of
REDEVELOPMENT AGENCY MEETINGS the Housing Authority. At 2:20
p.m. Council reconvened, and
immediately recessed to convene the special meeting of the Con~nity
Redevelopment Agency. At 2:45 p.m. Council reconvened with the same six
members present.

IT~ REMOVED, DISSENTING 13B7 were removed from the Consent

The Director of Public Works summarized the staff recomnendations.
Harry Stewart, 1537 West St. Andrew, spoke in opposition to the street
closure and in favor of staff's short-term recommendation. Another
speaker who did not file her name and address with the Clerk of the
Council questioned the legality of the temporary barricades.

Speakers in favor of the street closure were David Stone, 1709 West Berkeley,
Merle Pautsch, 1622 South Joane, and John Jones, 1705 West Berkeley.
Ken Sin~nons, 1502 West Occidental, said that people were not notified prior
to installation of the temporary barricades.
Jim Tucker, 2062 South Rene, spoke in support of the staff recomendations.
Following discussion, FDTION was made by Yamamoto, seconded by Serrato, to
direct staff to replace the existing barricades with 3-way stop signs on
Occidental and the south leg of Rene, and 2-way stops on St. Andrew at Rene.
MOTION was made by Bricken, seconded by Ward, to amend the foregoing motion
to include: Direct staff to return to Council with a funding request for
the installation of a new traffic signal on Edinger at Pacific; to install
2-way stop signs on Pacific at Glenwood, and 4-way stops at Rene and St.
Gertrude; and to continue to work with area residents to determine the
advisability of installing traffic control devices in the immediate area.
