MINUTES REGULAR MEETING COMMUNITY REDEVELOPMENT AGENCY SANTA ANA, CALIFORNIA FEBRUARY 19, 1985 The Regular Meeting of the Community Redevelopment Agency of the City of Santa Ana was called to order by Chairman Griset at 9:10 P.M. in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. After the Pledge to the Flag and the invocation given by Agency Member McGuigan, roll was called: PRESENT ABSENT John Acosta Daniel Griset, Chairman Wilson Hart P. Lee Johnson, vice Chairman Robert Luxembourger patricia McGuigan Dan Young . Others in attendance: Rex Swanson, Deputy City Manager/Development Richard Lay, Assistant City Attorney David N. Ream, Executive Director/Economic Development Cindy Nelson, Redevelopment Officer Susan Moeller, project Area Manager MINUTES A motion was made by Mr. Luxembourger, seconded by Mrs. McGuigan and carried unanimously to approve the Minutes of the Regular Meeting held on February 19,1985. JOINT PUBLIC HEARING REGARDING DEVELOPMENT AGREEMENT WITH CIVIC CENTER BARRIO HOUSING CORPORATION FOR DEVELOPMENT OF THE JACKSON PARK SITE . Chairman Griset announced that this was the time and place for the Joint Public Hearing of the Community Redevelopment Agency and the City Council of the City of Santa Ana for the proposed sale of property known as the Jackson Park Site by the Community Redevelopment Agency of the City of Santa Ana to Civic Center Barrio Housing Corporation, the site being a one-half acre square parcel of land located four blocks east of Harbor Boulevard, on the west side of Jackson Street between First Street and Fifth Street. . In response to the Chairman's request, Mrs. Susan Moeller, Project Area Manager, pointed out that on October 17,1984, the Redevelopment Agency granted Civic Center Barrio Housing Corporation a 90-day exclusive right to negotiate for development of the Jackson Park site, and that the development calls for the construction of seven owner-built units on the half-acre site. She added that the townhomes will be three bedroom, two bath units consisting of approximately 1,250 square feet of living space, with attached single car garages and patio or sun deck areas. She stated that, under the owner-built concept, each of the families selected as buyers is required to work 40 hours per week under the supervision of the Civic Center Barrio Housing Corporation staff. She added that each family contributes about $13,000 of "sweat" equity enabling them to get about a 14% overall savings or reduced price and more affordable monthly payments. She summarized the Agency costs associated with this project as follows: . Estimated Acquisiton Costs Estimated Relocation Costs Estimated Demolition Costs TOTAL ACTUAL COSTS Less Development Land Sale Proceeds NET AGENCY COST $76,000 0 0 $76,000 $30,000 ~46,000 The project Area Manager added that the $30,000 will be paid to the City upon close of escrow and that the remaining $46,000 will be debt against the Agency to be repaid with interest from future tax increment. The Chairman then asked if anyone from the public wished to speak. No one spoke for or against the proposed sale. It was then moved by Mrs. McGuigan, seconded by Mr. Young and carried unaniomously that the Agency: 1. Adopt Resolution No. 85-10: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA APPROVING AN AGREEMENT BETWEEN THE AGENCY AND CIVIC CENTER BARRIO HOUSING CORPORATION. . 2. Approve the conceptual development plans proposed by Civic Center Barrio Housing Corporation for the Jackson Park Site. 3. Approve the project budget and authorize its implementation by the Redevelopment Commission. -2- . A motion was made by Councilmember McGuigan, seconded by Councilmenber Young and carried by the following roll call vote to adopt Resolution No. 85-39: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO AN AGREEMENT FOR THE SALE AND DEVELOPMENT OF REAL PROPERTY BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND CIVIC CENTER BARRIOS HOUSING CORPORATION FOR THE SALE OF CERTAIN REAL PROPERTY AND APPROVING THE SALE OF SAID REAL PROPERTY UPON THE TERMS AND CONDITIONS CONTAINED IN THAT AGREEMENT. AYES: Acosta, Griset, Hart, Johnson, Luxembourger, McGuigan, Young NOES: ABSENT: None None After a brief discussion, it was moved by Mr. Luxembourger, seconded by Mr. Johnson and carried unanimously that staff research the provision of a hardship clause and return with a recommendation in thirty days. . JOINT MEETING REGARDING PARTICIPATION AGREEMENT WITH RITCHEY CENTER NORTH AND RITCHEY CENTER SOUTH FOR REHABILITATION OF RITCHEY CENTER . Mrs. Susan Moeller, Project Area Manager, stated that Ritchey Center North and Ritchey Center South are general partnerships comprised of builder/developers who originally approached the City for industrial development bond financing and that these general partners were the original owners and builders of the light industrial/manufacturing complex which is located on Ritchey Street, just south of Edinger, at St. Andrew place and Glenwood place. She added that the general partners have now repurchased the site and are proposing a very extensive upgrading and rehabilitation of the center into a quality "high-tech" office development. She pointed out that they have proceeded with the rehabilitation work and are now requesting Agency assistance on improvements to the public streets linking the individual buildings in the complex. She added that the total investment by the redeveloper exceeds $10 million and they are now asking that the Agency reimburse them for actual costs incurred in the repairing of the damaged streets, installation of curbs, gutters and landscape buffers, not to exceed $50,000. She stated that, in her opinion, these improvements will not only benefit Ritchey Center but will also serve the Goldenwest property immediately to the east which is also undergoing rehabilitation. -3- After a brief discussion, it was moved by Mr. Young, seconded by Mr. Acosta and carried unanimously that the Agency: . 1. Adopt Resolution No. 85-11: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA APPROVING AN AGREEMENT BETWEEN THE AGENCY AND RITCHEY CENTER NORTH AND RITCHEY CENTER SOUTH. 2. Approve the project budget and authorize its implementation by the Redevelopment Commission. A motion was made by Councilmember Young, seconded by Councilmember Acosta and carried by the following roll call vote to adopt Resolution 85-40: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO IMPROVEMENTS TO BE FUNDED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO ITS PARTICIPATION AGREEMENT WITH RITCHEY CENTER NORTH AND RITCHEY CENTER SOUTH. AYES: Acosta, Griset, Hart, Johnson, Luxembourger, McGuigan, Young . NOES: ABSENT: None None EXCLUSIVE RIGHT TO NEGOTIATE, DUNN PROPERTIES DEVELOPMENT FOR THE C-7 SITE (SOUTHEAST CORNER OF MAIN STREET AND OWENS DRIVE) Mrs. Cindy Nelson, Redevelopment Officer, pointed out that for the past several years, the Redevelopment Agency has been working with Mr. Micheal Madzoeff to develop his twelve properties located on North Main Street between Owens and Bachman Drives and that Mr. Madzoeff has now secured a purchaser/developer for not only his parcels, but also nine other properties which will result in a 4.76 acre site. She added that Dunn Properties, in a joint venture with Mr. William Singer, are proposing to develop a ten-story, 220,000 square foot office building with structured parking at an estimated development value of $20 million. . After a discussion period, it was moved by Mr. Acosta, seconded by Mr. Luxembembourger that the Agency grant a 90- day exclusive right to negotiate to Dunn Properties for development of the C-7 site at the southeast corner of Main and Owens Drive. -4- DEVELOPER SELECTION - LA BONITA SITE . Mrs. Susan Moeller, Project Area Manager, stated that the Redevelopment Agency, on November 15,1983, accepted conveyance of the 4.98 acre La Bonita surplus park site and authorized staff to solicit proposals for the residential development of the site. She added that on May 15,1984, after review of four proposals submitted for the site, the Agency rejected all four proposals and authorized staff to solicit new proposals. She pointed out that the Request for Proposals was revised and called for a well-designed, high- quality market-rate townhouse or condominium development on the site. She added that a total of five proposals from four developers were received on December 14,1984. These responses were evaluated by the Development Team and ranked as follows: 1. 2. 3. 4. 5. After discussion, it was moved by Mrs. McGuigan, seconded by Mr. Johnson and carried unanimously that the Agency grant Lowy Development Corporation a 90-day exclusive right to negotiate for the residential development of the La Bonita Site.
