MINUTES
REGULAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
JANUARY 19,1988 5:30 P.M.
Chairman Young called the Community Redevelopment Agency meeting to
order at 5:45 p.m. in the Council Chambers, 22 Civic Center Plaza,
Santa Ana, CA. The following Agency Members were in attendance:

MINUTES
It was moved by Agency Member Acosta, seconded by Vice Chairperson
McGuigan and carried unanimously (6:0) that the Minutes of the
Adjourned Regular Meeting of the Community Redevelopment Agency held
on December 21,1987 and the Minutes of the Adjourned Regular
Meeting of the Community Redevelopment Agency held on January 4,
1988 be approved.
AMENDMENT TO THE A-12 DISPOSITION AND DEVELOPMENT AGREEMENT
At the request of the City Manager, this item was continued until a
later date.
MORTGAGE ASSISTANCE PROGRAM
It was moved by Vice Chairperson McGuigan, seconded by Agency Member
May and carried unanimously (6:0) that the Redevelopment Agency:
1.
Authorize implementation of a first-time homebuyer Mortgage
Assistance Program; and
2.
Allocate Housing Set-Aside funds in the amount of $120,000
to fund direct subsidies to eligible homebuyers.
AGENCY SECRETARY'S REPORT
It was moved by Vice Chairperson McGuigan, seconded by Agency Member
Acosta and carried unanimously (6:0) that the Redevelopment Agency
instruct the Agency Secretary to enter into the Minutes: Pursuant
to Government Code Section 54954.2, the Agenda for the January 19,
1988 Meeting of the Community Redevelopment Agency was posted on the
door of the Council Chambers, 22 Civic Center Plaza, at 1:05 P.M. on
January 15, 1988.

EXECUTIVE SESSION
Chairman Young adjourned the meeting to Executive Session in Room
147 of the Council Chambers at 5:47 p.m.
The Clerk of the Council read the following: liThe Legal Counsel
requests that the Redevelopment Agency recess to closed session
pursuant to Government Code 54956.9 (A) to confer wtih its attorney
regarding pending litigation which has been initiated formally, and
to which the Redevelopment Agency is a party. The title of the
litigation is: COMMUNITY REDEVELOPMENT AGENCY vs DECRONA, et a1."
REPORT FROM EXECUTIVE SESSION
The Agency Members returned to the Council Chambers at 5:50 p.m.
It was moved by Vice Chairperson McGuigan, seconded by Agency Member
May, and carried unanimously (6:0) that the Redevelopment Agency
authorize payment to Mr. DeCrona for fixtures and equipment only, in
the amount of $41,503 plus interest.
ADJOURNMENT
There being no further business to come before the Redevelopment
Agency, the meeting was adjourned at 5:57 p.m.
