MINUTES
ADJOURNED REGULAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
DECEMBER 20, 1989
The Adjourned Regular Meeting of the Redevelopment Agency was called to order
at 5:44 p.m. by Vice Chairman Acosta. After the Pledge of Allegiance to the
Flag, the roll was called:

It was moved by Agency Member Pulido, seconded by Agency Member May and
carried unanimously (6:0) that the Redevelopment Agency approve the Minutes of
the Adjourned Joint Regular Meeting of the Redevelopment Agency/City Council
on November 20, 1989 and the Minutes of the Regular Meeting of the Community
Redevelopment Agency on November 21, 1989.
OFF SITE IMPROVEMENTS LOAN PROGRAM
It was moved by Agency Member May, seconded by Agency Member McGuigan and
carried unanimously (6:0) that the Redevelopment Agency approve the Off Site
Improvements Loan Program with a maximum loan amount of $50,000 per project,
to be made available to families with a gross income of up to 80 percent of
the median income for Orange County and to non-profit developers.

ANNUAL REPORT FOR FISCAL YEAR 1988/89
It was moved by Agency Member McGuigan, seconded by Agency Member Pulido and
carried unanimously (6:0) that the Redevelopment Agency approve the Annual
Report for FY 1988-89 consisting of:
1.
The Annual Audit Report as prepared by Deloitte, Haskins and
Sells,
2.
The Annual Report of Financial Transactions, and
3.
Schedule HCD describing the Agency's activities affecting
housing and displacement.
AGENCY SECRETARY REPORT
It was moved by Agency Member McGuigan, seconded by Agency Member May and
carried unanimously (6:0) that the Redevelopment Agency instruct the Agency
Secretary to enter into the Minutes:
Pursuant to Government Code Section 54954.2, the Agenda for the
November 20, 1989 Adjourned Joint Regular Meeting of the Redevelopment
Agency/City Council was posted on the door of the Council Chambers, 22
Civic Center Plaza, at 11 a.m. on November 16, 1989.
Pursuant to Government Code Section 54954.2, the Agenda for the
November 21, 1989 Regular Meeting of the Redevelopment Agency was posted
on the door of the Council Chambers, 22 Civic Center Plaza, at 11 a.m.
on November 16, 1989.
CLOSED SESSION
At 6:18 p.m., the Clerk of the Council announced that the Redevelopment Agency
was recessing to Closed Session pursuant to Government Code Section 54956.9(a)
to confer with the City Attorney regarding pending litigation which had been
initiated formally, and to which the CitY was a party, to wit:
Community Redevelopment Agency vs. Hayward
and pursuant to Government Code Section 54956.9(c) to decide to initiate
litigation.
REPORT FROM CLOSED SESSION
The Agency Members reconvened in the Council Chambers at 6:52 p.m. with all
Agency Members present with the exception of Chairman Young. It was moved by
Agency Member McGuigan, seconded by Agency Member Norton and carried
unanimously (6:0) that the Redevelopment Agency authorize settlement as
follows:
$180,000 for land, $15,000 for housing assistance, and
$5,000 in relocation expenses.

There being no further business to come before the Community Redevelopment
Agency, the meeting adjourned at 11:03 p.m.
