MEETING COIOOINITY REDEVELOPMENT AGENCY JUNE 20, 1989 The Regular Meeting of the CollllllUIlity Redevelopment Agency was called to order at 5:35 p.m. by Vice Chairman Acosta in the Council Chambers, 22 Civic Center Plaza, Santa Ana, California. Following the Pledge of Allegiance to the Flag, the roll was called: ~ wm John Acosta, Vice Chairman Daniel H. Griset (5:39 P.M.) Ron May Patricia McGuigan Miguel A. Pulido Richards Norton Daniel H. Young, Chairman Others in Attendance: David N. Ream, City Manager Jan C. Perkins, Deputy City Manager Robyn Simpson, Assistant City Manager Edward Cooper, City Attorney Cynthia J. Nelson, Executive Director/Community Development Agency David Grosse, Executive Director/Public Works Agency Josie DeFalla, Bowers Museum Chris Felix, Hutton Development Murray Hay, BCE Development Josie LaQuay, Project Manager Gordie McKenzie, BCE Development Alan Loving, Planning & Building Agency Vicki Uehli, Project Manager Vera Harrison, Secretary ~ It was moved by Agency Member Pulido, seconded by Agency Member McGuigan and carried unanimously (5:0) to approve the Minutes of the Regular Meeting held May 16, 1989. Agency Member Griset arrived at 5:39 p.m. . . . '. BOWERS MUSEUM: EXPANSION AND DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR BOWERS MUSEUM: EXPANSION (Continued from Kay 16, 1989 Agency Kember McGuigan made a IIOtion, which was seconded by Agency MeJllber Pulido to continue this item to July 3, and to adjourn this meeting to that time. Agency MeJllber Norton recolIIISnded amending the IIOtion to continue this item until after the budget has been approved. Agency Member Pulido commented that the Kayor requested that this item be continued to the next scheduled meeting of the Redevelopment Agency. This item was voted upon but failed by a tie vote of 3:3. After further discussion, Agency MeJllber Griset made a motion, which was seconded by Agency MeJllber Kay and carried by majority vote 5:1 (Agency MeJllber McGuigan opposed) to continue this item to July 18, 1989, the next scheduled meeting of the Redevelopment Agency. GRANTING EXTENSION OF EXCLUSIVE RIGHT TO NEGOTIATE TO HUTTON DEVELOPMENT FOR THE A-13 SITE (SOtJTHllEST CORNER OF FLOWER AND SANTA ANA BOULEVARD) Chris Felix, Hutton Development, inforll8d the Agency that approval was given by the Board of Supervisors for the construction of the forensic science facility. Mr. Felix thanked the Agency members as well as staff for their support. It was IIOved by Agency Member McGuigan, seconded by Agency Member Griset and carried unanimously (6:0), that the Redevelopment Agency grant Hutton Development Company a 180-day extension of the Exclusive Right to Negotiate on the A-13 site. SUBORDINATION GUIDELINES FOR RESIDENTIAL REHABILITATION LOANS It was moved by Agency MeJllber McGuigan, seconded by Agency MeJllber Griset and carried unanimously (6:0), that the Redevelopment Agency approve the proposed policy guidelines for residentisl rehabilitation loan subordination requests. MACARTHUR PlACE - STATUS REPORT Cynthia Nelson, Executive Director/Community Development Agency, introduced Gordie McKenzie and Murrsy Hay of BCE Development. Mr. McKenzie and Mr. Hay showed renderings and briefly gsve an update on the KacArthur Place project. Agency Member Kay left the Council Chambers at 5:55 p.m. -2- -. " .., . . . AGENCY SECRETARY REPORT It was moved by Agency Member McGuigan, seconded by Agency Member Pulido and carried unanimously (5:0), that the Redevelopment Agency instruct the Agency Secretary to enter into the Minutes: Pursuant to Government Code Section 54954,2, the Agende for the May 16, 1989 Regular Meeting of the Community Redevelopment Agency was posted on the door of the Council Chambers, 22 Civic Center Plaza, at 4:30 p.m. on May 12, 1989.
