MINUTES
SPECIAL MEETING
COMMUNITY REDEVELOPMENT AGENCY
MARCH 20, 1989
The Special Meeting of the Community Redevelopment Agency was called to order
at 7:48 p.m. in the Council Chambers, 22 Civic Center Plaza, Santa Ana.

It was moved by Agency Member Acosta, seconded by Agency Member McGuigan and
carried unanimously (6:0) that the Redevelopment Agency approve the minutes of
the Regular Meeting held February 21, 1989.
Chairman Young left Council Chambers at 7:49 p.m.
EXCLUSIVE RIGHT TO NEGOTIATE TO HOPKINS DEVELOPMENT COMPANY FOR THE A-16 SITE
On a motion by Agency Member May, which was seconded by Agency Member McGuigan
and approved by majority decision (5:0), the Redevelopment Agency granted
Hopkins Development Company a 180-day Exclusive Right to Negotiate for the
development of the Downtown Development site known as A-16 (McLean Cadillac).
Chairman Young returned at 7:50 p.m.
NORTH HARBOR SPECIFIC PLAN
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (6:0) that the Redevelopment Agency direct the the Agency
Attorney to prepare and authorize the Chairman and Executive Director to
execute a contract with POD for the preparation of a specific plan for the
North Harbor Boulevard Project Area.

SPECIAL COUNSEL AGREEMEm - KANE
BALLMER AND BERKMAN
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (6:0) that the Redevelopment Agency direct the Agency
Attorney to prepare and authorize the Chairman and Executive Director to
execute an agreement with Kane, Ballmer and Berkman for special counsel
services.
SUBLEASES WITH CHAMBER OF COMMERCE AND WORLD TRADE CEmER ASSOCIATION - 801
WEST CIVIC CEmER DRIVE
On a motion by Chairman Young, which was seconded by Agency Member Griset and
carried unanimously (6:0), it was approved that the Redevelopment Agency:
1.
Direct the Agency Attorney to prepare and authorize the Chairman and the
Executive Director to execute a sublease agreement with the Greater
Santa Ana Chamber of Commerce, Inc. for office space at 801 West Civic
Center Drive.
2.
Direct the Agency Attorney to prepare and authorize the Chairman and the
Executive Director to execute a sublease agreement with the World Trade
Center Association of Orange County for office space at 801 West Civic
Center Drive.
MODIFICATION OF THE FACADE IMPROVEMENT REBATE PROGRAM AND THE DIRECT
COMMERCIAL REHABILITATION LOAN PROGRAM
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (6:0) that the Redevelopment Agency:
1.
Authorize staff to modify the Facade Improvement Rebate Program and the
Direct Commercial Rehabilitation Loan Program within the Agency's
redevelopment project areas; and
2.
Approve the revised terms and conditions of the programs.
AGENCY SECRETARY REPORT
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (6:0) that the Redevelopment Agency instruct the Agency
Secretary to enter into the Minutes: Pursuant to Government Code Section
54954.2, the Agenda for the February 21, 1989 Regular Meeting of the Community
Redevelopment Agency was posted on the door of the Council Chambers, 22 Civic
Center Plaza, at 11 a.m. on February 15, 1989.

ADJOURNMENT
There being no further business to come before the Redevelopment Agency, the
meeting adjourned at 8:02 p.m.
