MINUTES
REGULAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
APRIL 16, 1991
The Regular Meeting of the Community Redevelopment Agency was called to order
at 5:35 p.m. by Vice Chairman Pulido in the Council Chambers, 22 Civic Center
Plaza, Santa Ana, California. The following Agency Members were in
attendance:

It was moved by Agency Member McGuigan, seconded by Agency Member Richardson
and carried unanimously (6:0) to approve the minutes of the Regular Meeting
of the Community Redevelopment Agency held Karch 19, 1991.
CONTRACT AWARD FOR PREPARATION OF FOUR REDEVELOPMENT PROJECT AREA PLAN
AMENDKENTS
Agency Kember Griset excused himself from the Council Chambers at 5:37 p.m.,
and abstained from voting on this item because of a conflict of interest.
It was moved by Agency Member McGuigan, seconded by Agency Member Richardson
and carried unanimously (5:0) that the Redevelopment Agency:
1)
Approve Appropriation Adjustment No. 91-236 recognizing
$340,000 in unanticipated revenues in the Central City
Project Area, and appropriate same to the repayment to the
General Fund. The General Fund will loan $85,000 each to
the Inter-City Operations Fund, the North Harbor Operations
Fund, the South Harbor Operations Fund, and the South Main
Operations Fund for the preparation of plan amendments for
each of these four project areas.
2)
Direct the Agency Attorney to prepare, and authorize the
Agency Chairman and the Executive Director to execute, an
agreement between the Community Redevelopment Agency of the
City of Santa Ana and Rosenow Spevacek Group, Inc. for
preparation of amendments to four existing redevelopment
project area plans.
Agency Member Griset returned to the Council Chambers at 5:38 p.m.

AGREEMENT FOR PREPARATION OF REGIONAL TRANSPORTATION CENTER SPECIFIC PLAN
It was moved by Agency Member McGuigan, seconded by Agency Member Richardson
and carried unanimously (6:0) that the Redevelopment Agency:
1)
Approve Appropriation Adjustment No. 91-237 recognizing
$462,000 in unanticipated revenues in the Central City
Project Area and appropriating same to the repayment of the
General Fund. The General Fund will loan $462,000 to the
Inter-City Project Area for the purpose of contracting
preparation of the Regional Transportation Center Area
Specific Plan.

Direct the Agency Attorney to prepare, and authorize the
Agency Chairman and the Executive Director to execute, an
agreement between the Community Redevelopment Agency of the
City of Santa Ana and Ehrenkrantz, Eckstut & Whitelaw for
preparation of the Regional Transportation Center Area
Specific Plan.
INFILL NEW CONSTRUCTION LOAN - 1633 SOUTH TOWNSEND
Agency Kember KcGuigan expressed favorable comments regarding the
implementation of modular units, adding that this is an excellent means in
which to utilize small lots.

It was moved by Agency Member McGuigan, seconded by Agency Member Richardson
and carried unanimously (6 :0) that the Redevelopment Agency approve an Infill
New Construction Loan for Kr. & Mrs. Arenas in an amount not to exceed
$90,000 to finance the construction of a new modular single family residence
at 1633 South Townsend.
GRANT OF EASEMENT - SANTA ANA AUTO MALL
It was moved by Agency Member Richardson, seconded by Agency Member McGuigan
and carried unanimously (6:0) that the Redevelopment Agency authorize the
Chairman and the Executive Director of the Santa Ana Community Redevelopment
Agency to execute a certain Grant of Easement to convey an easement from the
Agency to Santa Ana Auto Mall, Inc. over two strips of land, located along
the east side of Ritchey Street, on the north and south sides of Auto Mall
Drive within the Santa Ana Auto Mall.
BID AWARD FOR REPLACEMENT OF TREE GRATES ALONG THE NORTH SIDE OF FOURTH

It was moved by Agency Member Richardson, seconded by Agency Member Griset
and carried unanimously (6:0) that the Redevelopment Agency award the bid and
authorize the Chairman and the Executive Director to execute a contract with
Moonlighting Construction, Inc., the lowest responsive bidder, to reconstruct
tree wells on the north side of Fourth Street between Birch and Bush Streets,
in the amount of $58,400.

AGENCY SECRETARY REPORT
It was moved by Agency Member McGuigan, seconded by Agency Member Griset and
carried unanimously (6:0) that the Redevelopment Agency instruct the Agency
Secretary to enter into the Minutes:
Pursuant to Government Code Section 54954.2, the Agenda for the
March 19, 1991 Regular Meeting of the Community Redevelopment
Agency was posted on the door of the Council Chambers, 22 Civic
Center Plaza, Santa Ana at 10 a.m. on March 15, 1991.
EXCUSE OF ABSENCE
It was moved by Agency Member McGuigan, seconded by Agency Member Richardson
and carried by majority vote to excuse the absences of Agency Kembers Pulido,
Norton and Griset from the Redevelopment Agency meeting held March 19, 1991
because of the press of business.
ORAL COMMUNICATIONS/PUBLIC COMMENTS
Agency Member Richardson requested a copy of the written presentation by
Ehrenkrantz, Eckstut & Whitelaw for the Regional Transportation Center Area
Specific Plan.
ADJOURNMENT
There being no further business to come before the Redevelopment Agency, the
meeting was adjourned at 5:44 p.m.
