MEMORANDUM OF UNDERSTANDING WITH THE COUNTY OF ORANGE
Direct the Agency Attorney to prepare, and authorize the Agency
Chairman and the Executive Director to execute, a Memorandum of
Understanding with the County of Orange to provide predevelopment
funding for the Single-Room Occupancy development proposed by the
South Orange County YWCA.

PASS THROUGH AGREEMENT WITH ORANGE COUNTY GENERAL FUND, FLOOD
CONTROL DISTRICT AND HARBORS, BEACHES AND PARKS
Direct the Agency Attorney to prepare, and authorize the Chairman
and the Executive Director to execute, a pass through agreement with
the County of Orange, the County of Orange Flood Control District,
and County of Orange Harbors, Beaches and Parks County Services Area
#26 for the South Harbor Boulevard/Fairview Street Project Area.

The June 16, 1992 Community Redevelopment Agency Agenda was posted
on the door of the Council Chambers, 22 Civic Center Plaza, at
9 a.m. on June 12, 1992.

ORAL COMMUNICATIONS/PUBLIC COMMENTS
Marshall Krupp, president of Community Systems Associates, Inc., stated that
he represents the Board of Trustees and the administration of Rancho Santiago
College (RSC).
Mr. Krupp stated that no significant changes have taken place in the
negotiations surrounding the proposed Amendment for the South Harbor Boulevard
Redevelopment Plan, and that both parties are still miles apart in reaching an
agreement. He also discussed issues concerning the proposal between the City
Manager and Dr. Blevins.
According to Kr. Krupp, RSC was under the impression that the City Council and
Redevelopment Commission, during the meeting on June 16, directed the District
and the City to work together and to negotiate in good faith in an attempt to
settle these issues.
In response to a question from Agency Kember Acosta, Robert Hoffman,
Redevelopment & Real Estate Kanager, provided information regarding meeting
notification procedures and also stressed the need for continued negotiations.
Mr. Krupp concluded his statement and suggested that it would benefit the City
Council a8 well as the District to form a subcommitte in an effort to resolve
these problems and to discuss other issues of importance to both parties.
