REGULAR MEETING OF THE
CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
February 6, 1980
The Adjourned Regular Meeting was called to order at 5:05 p.m. by Mayor
James E. Ward in Room 831, City Hall, 20 Civic Center Plaza. Council
members present were Daniel E. Griset, R. W. Luxembourger, Alfred C.
Serrato, Harry K. Yamamoto, and Mayor Ward. Councilmen Gordon Bricken
and J. Ogden Markel were absent. Also present were City Manager Carl J.
Thornton, City Attorney Keith L. Gow, Clerk of the Council Janice C. Guy,
and Executive Director of Redevelopment & Housing Richard E. Goblirseh.
Representatives of Santa Ana Neighborhood Housing Services, Inc., present
were William H. Larsen, President; and Eileen Baker, Carmela Gonzales, and
Martha Ray, members of the Board of Directors. Members of the Planning
Commission, the public, and a representative of the press were al so present.
NEIGHBORHOOD HOUSING SERVICES Mr. Larsen reported that Ina

Executive Director and would
assume duties and responsi-
bilities in Santa Ana on February 19, 1980. Neighborhood Housing Services
(NHS) has submitted application to become a corporate entity and is await-
ing State approval. A permanent office location will be established in
the target neighborhood, and processing of the first rehabilitation loans
is expected to begin in May of this year.
NHS will function as a lender of "last resort," meeting the needs of those
applicants who are unable to qualify for either bank loans or other low-
income (HUD) loan programs. Loan interest rates will vary from 0% to
current market rates, depending on the individual's income level, with all
standard loan procedures followed. Loan determinations will be made on a
case-by-case basis with a significant degree of discretion permitted to
the Loan Committee. Success of the program will be measured by the number
of loans, rather than in dollar amounts.
NHS also intends to function as a counseling center, concentrating on
educating neighborhood residents on such matters as loan procedures, con-
tracts, consumer rights; and hopes to work with the community on problems
such as vandalism and graffiti.
Appreciation was expressed by NHS for the assistance and expertise demon-
strated by City employees serving on the NHS Board of Directors. Mayor
Ward also expressed his appreciation and thanked all in attendance for
participating in the work study session.
ADJOURNMENT The meeting was adjourned at
6:15 p.m. by unanimous infor-
mal consent to February 19,
1980, at 1:00 p.m. for Joint
Public Hearings of the Community Redevelopment Agency and City Council.
