HomeMy WebLinkAbout06-21-1980MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 21, 1980 The meeting was called to order by Mayor James E. Ward in the City Council Chambers, 22 Civic Center Plaza, at 8:40 a.m. Council members present were Gordon Bricken, Daniel E. Griset, Robert W. Luxe~ourger, J. Ogden Markel, Alfred C. Serrato, Harry K. Yamamoto, and Mayor James Ward. City Manager Daniel E. Stone, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy were also present. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Alleg- iance to the flag, the Invoca- ation was given by Councilman Markel. 1980-81 ANNUAL BUDGET The City Manager presented a FIRST STUDY SESSION brief overview of the 1980- 81 Preliminary Annual Budget, commenting that the "Spirit of 13" philosophy had prevailed during budget formation, and summa- rizing revenue sources, Operating, Capital and Special Funds budgets, and the 1980-1990 Capital Improvement Program. Council reviewed the budgets and related Capita] Improvement projects of the Police, Fire, Building Safety, City Council, City Council Non-Departmental, Clerk of Council, Clerk of Council-Elections, City Attorney, City Manager, Executive Services, and Personnel departments. The Police Chief pre- sented a Status Report on the Santa Ana Police Department along with numerous letters of support for the Community Oriented Policing (COP) program. No action was taken with regard to the foregoing budgets. In conjunction with the budget review, mere detailed information was requested on the following for presentation to the Council before adop- tion of the budget: 1) Police Effects on service due to proposed personnel changes of 12 sworn officers for 18 non-sworn positions; the need to decrease response time on non-priority calls. 2) Fire Graphic organization chart reflecting reassignment of personnel. 3) Building & Safety 4) City Council Effect of one additional position on plan check processing. Status repJrt on City vs. Mitchell Brothers, to include financial expenditures to date. 5) City Attorney List of Orange County cities which contract legal services. 6) Personnel Training program for Executive and Mid-Management personnel. Councilman Markel left the meeting at 11:30 a.m. The Council requested that the budget be reformatted to juxtapose City CITY COUNCIL MINUTES 2t9 JUNE 21, 1980 Manager functions, i.e., Risk Management, Policy Planning, Executive Services, and Disaster Services, within the budget document as shown in the Administrative Organization chart. ADJOURNMENT The meeting was adjourned at 12:45 p.m. to an Adjourned Regular Meeting on June 24, 1980, at 5:00 p.m. in the City Council Chambers, 22 Civic Center Plaza, for a second Budget Study session. ~ICE C.
