HomeMy WebLinkAbout06-24-1980MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 24, 1980 The meeting was called to order at 5:05 p.m. by Ma~vor James E. Ward in the City Council Chambers, 22 Civic Center Plaza. Council members pre- sent were Gordon Bricken, Daniel E. Griset, Alfred C. Serrato, Harry K. Yamamoto and M~or Ward. Also present were City Manager Daniel E. Stone and Clerk of the Council Janice C. Guy. Councilman Robert W. Luxembourger and City Attorney Edward J. Cooper joined the meeting at 5:08 p.m.; Councilman J. Ogden Markel arrived at 5:26 p.m. 1980-81 ANNUAL BUDGET 2ND STUDY SESSION The Council briefly rmviewed the Finance, Disaster Services, and Policy Planning department budgets. Prior to review of the Community Resources budget, the following actions were taken. SENIOR CITIZENS CENTER VEHICLE As recommended in the report APP. ADJ #186 dated June 23, 1980, prepared by APPROVED the City Manager, MOTION was made by Luxembourger, seconded by Bricken, to approve Appropriation Adjustment No. 186, transferring $4,200 from 11-206-111 Community Resources General Fund to 51-206-641 Community Resources Capital Outla~v to purchase a van to be used to transport frail and handicapped Citizens from their homes to the Senior Center. AYES: Bricken, Luxembourger, Markel, Serrato, Ward, Yamamoto NOES: None CA 65.3 ABSENT: Griset CA 131.10 BID AWARD MOTION was made by Luxembourger, seconded by Bricken, to award the following on basis of lowest responsible and responsive bidder: SPEC 80-013 - I Eight passenger, Wheelchair Van-Type Bus - Community Resources. INSTRUCTED dated June 20, 1980, prepared by AGREEMENT FOR PR SERVICES - the Executive Assistant, pertain- APPROVED ing to the current library budget, MOTION was made by Bricken, seconded by Ward, to 1) approve Appropriation Adjustment No. 187, transferring $42,030 from 11-000-131 Council Contingency to 11-221-131 Bowers Museum Salaries ($26,655) and to 11-221-~91 Other Contractual Services ($15,375) to fund various non-budgeted expenditures; 2) review the 1980-81 Bowers Museum budget and expenditures at the close of the 1980 calendar year; and 3) instruct the City Manager to approve all museum expenditures prior to contract for goods and services. AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto None CA 85 None Following further discussion, MOTION was made by Luxembourger, seconded by Markel, to approve the following agreement and authorize its execution by Mayor and Clerk: PUBLIC RELATIONS SERVICES - Between City and Stone Public Relations Associates, Inc., for provision of necessary public relations promotion and publicity Services to Bowers Museum. NOES: ABSENT: AYES: Yamamoto None Bricken, Griset, Luxembourger, Markel, Serrato, Ward A-80-38 BUDGET STUDY SESSION The Recreation and Parks and CONTINUED Planning department budgets were reviewed by the Council. Council- members expressed concern over the proliferation of graffiti and discussed the possibility of developing a "graffiti management" program. MOTION was made by Bricken, seconded by Luxembourger, to approve a Recre- ation and Parks budget for six months only, with the remaining six months' funds to be appropriated after Council's review of the department's activities at the close of the 1980 calendar year. AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto None None ADJOURNMENT At 7:28 p.m., Council by unani- mous informal consent adjourned to 5:00 p.m., July 1, 1980, for a third Budget Study session and consider- ation of an $11.5 million Mortgage Revenue Bond Issue by the Community Redevelopment Agency.
