HomeMy WebLinkAbout07-01-1980MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 1, 1980 The meeting was called to order by Mayor James E. Ward in the City Council Chambers, 22 Civic Center Plaza, at 5:00 p.m. Council members present were Gordon Bricken, Robert W. Luxembourger, J. Ogden Markel, Alfred C. Serrato, Harry K. Yamamoto, and Mayor James Ward. City Manager Daniel E. Stone, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy were also present. Councilman Daniel E. Griset joined the meeting at 5:08 p.m. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Alleg- iance to the Flag, the Invoca- tion was given by Councilman Luxembourger. RECESS - REDEVELOPMENT AGENCY At 5:03 p.m. the Council EXECUTIVE SESSION recessed to a Special Meeting RECONVENED of the Community Redevelop- ment Agency. At 5:48 p.m. the Council reconvened and immediately recessed to Executive Session for discussion of personnel matters. The Council reconvened at 5:57 p.m. RESIDENTIAL MORTGAGE REVENUE BONDS ISSUE OF 1980, SERIES A RESOLUTION NO. 80-113 - ADOPTED MOTION was made by Griset, seconded by Bricken, to adopt the following resolu- tion: RESOLUTION NO. 80-113 - A RESOLUTION APPROVING THE ISSUANCE BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA OF RESIDENTIAL MORTGAGE REVENUE BONDS, ISSUE OF 1980, SERIES A, IN A PRINCIPAL AMOUNT OF $11,500,000. AYES: NOES: ~'ABSENT: Bricken, Griset, Luxembourger, Serrato, Ward, Yamamoto Markel None CA 82 USE OF STADIUM - SANTA ANA WINDS Following consideration of SPECIAL RENTAL RATE the report dated July 1, 1980, APPROVED prepared by the Leisure Services Manager, MOTION was made by Bricken, seconded by Luxembourger, to approve a special flat rental rate of $200 for use of Eddie West Field-Santa Ana Stadium by the Santa Ana Winds on July 6, 1980, and authorize the Director of Recreation and Parks to execute a Permit to Use, at that rate. AYES: NOES: ABSENT: Bricken, Griset, Luxen~ourger, Markel, Serrato, Ward, Yamamoto None None CA 52.8 1980-81 ANNUAL BUDGET Prior to Council's review of THIRD STUDY SESSION departmental budgets, Council- man Bricken requested that Council consider the inclusion of $75,000 in the 1980-81 budget for installation of additional lighting at Santiago Park; and Councilman Griset requested a study of Santa Ana retirement system costs for presentation to Council before adoption of the final budget. CITY COUNCIL MINUTES 223 JULY 1, 1980 CHILDREN'S ZOO AGREEMENT In response to the City Manag- REVENUE EXPENDITURE er's request for clarification POLICY DEFINED of Council's intent relative to the manner in which revenues received by the City from the Zoo (contained in paragraph 2C of the agree- ment between the City and Friends of the Children's Zoo) may be expended, the Council tacitly approved that such funds could be used for maintenance and operation of the Zoo and were not strictly limited to use for capital improvement projects in the Children's Zoo. Additionally, the Council concurred that staff should proceed with planning and construction of Zoo improvements, priorities 1-5, listed in the report dated June 20, 1980, prepared by the Landscape Technician and report back to Council on completion of said improvements. BUDGET STUDY SESSION Council reviewed the Public CONTINUED Works operating/capital, and Drainage Assessment capital budgets. In conjunction with review of the Public Works budget, the following items were referred to staff for investigation and report to Council at a later date: 1) Pilot project for street sweeping in residential areas; 2) Use of Utility User Tax revenues for repayment of bonds issued for capital improvement projects; and 3) "Creative" financing for capital improvement projects.
