OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
July 7, 1980
The meeting was called to order at 2:04 p.m. by Mayor James E. Ward in
the City Council Chambers, 22 Civic Center Plaza. Council members present
were Gordon Bricken, Daniel E. Griset, Robert W. Luxembourger, J. Ogden
Markel, Alfred C. Serrato, Harry K. Yamamoto, and Mayor James Ward. City
Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the
Council Janice C. Guy were also present.

RECESS - HOUSING AUTHORITY Council recessed at 2:10 p.m.
CITY COUNCIL - RECONVENED to a Regular Meeting of the
Housing Authority. The Council
reconvened at 3:20 p.m. and
immediately recessed. The Regular Meeting of the City Council was recon-
vened at 3:29 p.m. with all members present.

NORTHEAST SANTA ANA MOTION was made by Bricken,
TRAFFIC STUDY seconded by Luxe~ourger, to
STAFF DIRECTED direct staff to solicit pro-
posals for professional
engineering services to conduct a Traffic Study, with an extensive
public participation program, for the northeast Santa Ana area.
Discussion followed regarding the memo dated July 2, 1980, from Council-
man Bricken. The Director of Public Works reported that the letter dated
June 12, 1980, from the Transportation Advisory Committee expressing
disagreement with the proposed study had been sent prior to that group's
knowledge of the full circumstances relative to payment for such study.
With the approval of the maker and second, the MOTION was AMENDED to
include a study of street closure options.

SOLID WASTE MANAGEMENT As recommended in the report
TRANSFER STATION IV dated June 27, 1980, prepared
MAYOR AUTHORIZED by the Public Works Depart-

letter urging the Orange County Board of Supervisors to consider early
construction and implementation of Transfer Station IV as proposed by
the Orange County Solid Waste Management Plan.

USE OF STADIUM - REDUCED RENTAL FEE MOTION was made by Bricken,

a special rate of $246, or 15%
of gross admissions (whichever is greater), for use of Eddie West Field -
Santa Ana Stadium by Orange County Soccer League-Youth Division, on
July 20, 1980, and authorize the Director of Recreation and Parks to
issue a Permit to Use at the reduced rate, as recommended in the report
dated June 27, 1980, prepared by the Recreation and Parks Department.

ORAL COMMUNICATION Gaye Duron, 710 S. Orange,
NEIGHBORHOOD YOUTH CORPS stated that Santa Ana's
Neighborhood Youth Corps
program does not permit
interior home improvement work, but only allows for weatherization of
homes. Ms. Duron stated a preference to transfer program funding from
the City to the County of Orange to allow interior home improvement
work.
The M~yor thanked Ms. Duron for her comments and assured her they would be
considered when the Summer Youth Employment Program was before Council

MOVING OF KELLOGG HOUSE As recommended in the report
SANTA ANA UNIFIED SCHOOL DISTRICT dated July 1, 1980, MOTION
APPROVED was made by Bricken, seconded
by Yamamoto, to allow the
Santa Ana Unified School District to move the Kellogg House to its new
site in accordance with departmental recommendations.
