HomeMy WebLinkAbout07-14-1980 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 14, 1980 The meeting was called to order at 5:01 p.m. by Mayor James E. Ward in the Council Chambers, 22 Civic Center Plaza. Council members present were Gordon Bricken, Robert W. Luxembourger, J. Ogden Markel, Alfred C. Serato, Harry K. Yamamoto, and Mayor Ward. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilman Daniel E. Griset arrived at 5:06 p.m. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Alle- giance to the Flag, the Invoc-- tion was given by Councilman Bricken. 1980-81 ANNUAL BUDGET FOURTH STUDY SESSION WATER SYSTEMS ACQUISITION - REF£RRED TO STAFF sition and puPchase of additional private limits. Council discussed the Water Utility budget, and by mutual consent referred to staff for investigation and report the implementation plan for acqui- water systems within the City RECESS - EXECUTIVE SESSION RECONVENED reconvened at 5:35 p.m. The Council recessed at 5:13 p.m. to executive session for discussion of personnel matters. The meeting was BUDGET STUDY SESSION In conjunction with discussion CONTINUED of the Intra-governmental Ser- vice Funds budget, Council requested that staff institute, as soon as feasible, replacement cost accounting methods which incorporate inflationary adjustments for calculation of capital equipment expenditures. The Assistant City Manager noted the following additions/deletions to the 74-Civic Center Grounds Maintenance fund: Resurface and restripe Civic Center Parking lots + $ 20,000 Repairs to parking lots west of Stadium + $ 85,000 Transferred to Capital Outlay budget - $ 6,500 NEW TOTAL CIVIC CENTER GROUNDS MAINTENANCE $484,560 The Assistant City Manager also mentioned that $314,500 for the Urban Park Recovery Grant had not been included in the Preliminary Budget, but would appear in the final budget document. Council discussed in some detail several of the programs in the Special Funds budget and requested that the CityManager clarify the CETA program and titles at a future date. The Special Fund budget was given tentative approval with the exception of one eligibility worker position and one account clerk position requested by the Housing Program for processing mobile home space applications, and contingent upon provision of report on utilization of Community Development employees (Council Referral No. 3-80). The Council recessed from 6:25 p.m. to 6:35 p.m. CITY COUNCIL MINUTES 239 JULY 14, 1980 Following discussion of the report titled New Program Impact-Budget Discussion dated June 26, 1980, prepared by the Police Chief, the Council referred to staff for investigation and report the possibilities of creating additional "paper" positions to eliminate vacancies occurring as a result of normal turnover, and of requiring bilingual capability for Police Department personnel. The Executive Assistant to the City Manager reported that the Citizens Task Force Committee would forward its final report to the Council within two weeks. ~-~ ADJOURNMENT The Council adjourned by unanimous informal consent at 7:20 p.m. ICE C.
