OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
September 6, 1980
The meeting was informally convened at 9:14 a.m. in the Founders' Room
of the Garden Grove Community Meeting Center, 11300 Stanford Avenue,
Garden Grove. Council members present were Gordon Bricken, Robert W.
Luxembourger, J. Ogden Markel, Alfred C. Serrato, and Harry K. Yamamoto.
City Manager A.J. Wilson, City Attorney Edward J. Cooper, and Clerk of
the Council Janice C. Guy were also present. Mayor James E. Ward
arrived at 9:39 a.m., and Councilman Daniel E. Griset at 9:47 a.m. No
members of the public or press were present.
WORK STUDY SESSION The City Manager led the
Council in a review process
which resulted in a rough
assessment of City priorities
in three major areas - physical facilities, economic development, and
"quality of life" for Santa Ana residents including such sub-topics as
city cleanliness, community identification, new commercial investment,
renewal of existing businesses, civic pride, and public safety. Follow-
ing the priorities assessment, the Council surveyed how well current
services are being provided by the various City departments. The Council
then began to discuss major issues facing the City such as the new Master
Plan, the community's image, and positive opportunities for a multi-
cultural population.

The Council recessed for
lunch from 12:05 p.m. to
12:55 p.m.
WORK STUDY SESSION - Council continued to explore
CONTINUED goals for the City, including
the possibility of developing
an overall image for the City
such as the "Central or Core City of Orange County", and discussed changes
required in human resources to implement a progressive image for the City.
The Council also discussed organizational constraints and identified a
few areas requiring modification such as the need to improve communica-
tions between Council and staff; the desirability of establishing major
organizational goals, and identifying milestones for measuring how well
these goals are met; and the need to develop a better reporting system.
Council members outlined individual preferences relative to communication
needs.
ADJOURNMENT
The meeting was adjourned at
3:05 p.m. by unanimous in-
formal consent.
