A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA RECEIVING
AND FILING CITY OF SANTA ANA PLANNING COM-
MISSION RESOLUTION APPROVING AN AMENDED
PRELIMINARY PLAN, THE AMENDED PRELIMINARY
PLAN, A MAP PERTAINING THERETO, AND THE
LEGAL DESCRIPTION THEREOF, AND INSTRUCTING
THE EXECUTIVE DIRECTOR TO TRANSMIT DOCUMENTA-
TION IN COMPLIANCE WITH THE REDEVELOPMENT LAW
TO THE APPROPRIATE PUBLIC AGENCIES
WHEREAS, on January 27,1975, the Santa Ana Planning
Commission adopted Resolution 6064 selecting an extended
boundary for the City of Santa Ana Redevelopment Project Area,
and formulating, approving, and adopting an amended ~reliminary
Plan for the redevelopment of the Project Area as expanded¡ and
WHEREAS, the City of Santa Ana Planning Commission
has transmitted to the Community Redevelopment Agency said
Resolution 6064, a copy of the amended Preliminary Plan, a
map showing the boundaries of the Project Area as expanded,
and a legal description of said boundaries.

NOW, THEREFORE, BE IT RESOLVED by the Community
Redevelopment Agency of the City of Santa Ana that City øf
Santa Ana Planning Commission Resolution 6064, the amended
Preliminary Plan attached thereto, the map attached thereto
showing the Project Area as expanded, and the legal des~rip-
tion attached thereto of the Project Area as expanded are
hereby received and filed.
BE IT FURTHER RESOLVED that the Executive Director of
the Community Redevelopment Agency is hereby instructed to
transmit, on behalf of the Agency, the aforementioned des-
cription of the boundaries of the Project Area, as expanded,
a statement that an amended Plan for the redevelopment of the
Project Area as expanded is being prepared, and the afore-
mentioned map indicating the boundaries of the project Area
as expanded, to the Orange County Auditor and the Orange
County Tax Assessor, and to the officer or officers performing
the functions of the Orange County Auditor or the Orange County
Tax Assessor for any taxing agencies which, in levying or col-
lecting its taxes, do not use the Orange County Assessment Roll
or do not collect its taxes through the County of Orange

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF SANTA ANA, CALIfORNIA, SELECTING AN EXPANDED
BOUNDARY FOR THE CITY OF SANTA ANA REDEVELOPMENT
PROJECT AREA, AND FORMULATING, APPROVING, AND ADOPTING
AN AMENDED PRELIMINARY PLAN FORMULATED FOR THE
REDEVELOPMENT OF THE PROJECT AREA AS EXPANDED
WHEREAS, Section 33322 of the Community Redevelopment Law,
Division 24 of the Health and Safety Code of the State of California, provi~es
that the Planning Commission may select one or more project areas comprised
of all or part of any survey area at the request of the Community Redevelopment
Agency; and
, WHEREAS, on January 8, 1975, pursuant.to Resolution No. 75-1,
the Community Redevelopment Agency of the City of Santa Ana requested the
Planning Commission of the City of Santa Ana to select an expanded boundary
for the City of Santa Ana Redevelopment Project Area and to formulate, approve
and adopt an amended Preliminary Plan formulated for the redevelopment of the
Project Area as expanded; and
WHEREAS, the Planning Commission not having been requested by
the City Council to adopt an expansion of the Project Area, nor having been
petitioned by the owners in fee of the majority in an area of the proposed
expanded portion of the Project Area to adopt an expansion of the Project
Area; and
WHEREAS, on December 23,1974, the Planning Commission adopted
Resolution No, 6062, designating an amendment to the Redevelopment Survey
Area for study purposes;
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Santa Ana, California, at its regular meeting assembled this 27th'day
of January, 1975, as follows:

AMENDED PRELIMINARY PLAN
FOR THE REDEVELOPMENT OF
THE CITY OF SANTA ANA REDEVELOPMENT PROJECT AREA
PART I
I.
Boundary
The boundary of the project area as it exists and as it is
proposed to be amended is shown on the attached map marked
Exhibit "A" and the description Exhibit "B", both of which'
are, by this reference, incorporated herein.
General Statement
The land uses, layout of principal streets, population
densities, and building intensities and standards which are
proposed as the basis for the redevelopment of the project
area as amended are as follows:
A.
Land Uses
1.
Residential - including single family, limited
multiple family, high density multiple family,
and multi-story apartment developments.
Professional - including all uses allowed in the
residential districts and restricted to the pro-
fessions such as accountants, attorneys, physicians,
engineers, architects, insurance and real estate
brokers, business offices (excluding the sale qf
merchandise), hospital and clinics.

Civic Development - including official and public
uses of property and related activities such as
civic center buildings, auditoriums, similar
public structures, professional uses and accessory
commercial uses in conjunction with and secondary
or incidental to professional uses.
Commercial - including retail, trade or service
uses, churches, theaters, hotels, motels, restaurants,
cafes, schools, studios, research institutiona,
night clubs, skating rinks, sports stadiums ana
rest homes.

The layout of principal streets is indicated on the
attached map labelled Exhibit "A". All street rights

of way within the Amended Project Area are subject
to change; however, the adopted General Plan of the
City of Santa Ana and Specific Plan Street Alignments
indicate that the following streets within the area
are subject to additional widening or realignment:

Population Densities
The population densities proposed are as follows:

Medium density residential - 8.1 to 15
dwelling units per acre.

High density residential - 15.1 (plus)
dwelling units per acre.
Building Intensities

It is proposed that all residential, professional,
civic development and commercial and other permitted uses
throu~hout the Project Area as amended shall meet the
minimum standards as required by the City of Santa Ana
Zoning Ordinance (S.A.M.C. Chapter 41). Site development
requirements are proposed to be incorporated into the
plan to insure high standards of urban development.
Open space provisions will also be part of the plan.
E.
Standards
Minimum standards for the Project Area as amended in-
clude accepted standards for street layout and design,
land subdivision, and the construction of buildings
meeting the requirements of local codes and regulations
and the purposes of the Health and Safety Code of the
State of California. Minimum standards of performance
with respect to the emission of nuisance elements,
such as noise, air pollution, vibration, odor, etc.
are proposed to be established in the area.

Attainment of the Purposes of the Act
The objectives of the Act, among others, are the remedying
of conditions of blights, deterioration and obsolescense.
The Agency will seek to attain such objectives by all
means authorized by law, including where feasible, but not
limited to, the following activities:
A.
The development of a regional shopping center complete
with public/private parking facilities.
B.
The improvement of substandard and deteriorating
housing and obsolete and deteriorating non-residential
buildings.
Rehabilitation of buildings, upgrading them to modern
standards of safety and design.
C.
D.
Providing land suitable for reuse for new buildings,
parking and other necessary facilities in accordance
with modern standards, thereby reversing the decline
in social, physical and economic conditions in the
Project Area as amended.
E.
Physical improvements of the major north-south arterials
to improve access between freeways and the central
core at the downtown area; and to improve traffic
circulation and access to the original Project Area.
Creating a concept of urban development within the
Project Area as amended which will assure that the
close identity of the original project area and the
area to be added will be used to create a single
integrated economic and use area under redevelop-
ment.

The facilitation of the relocation of persons dis-
placed from the original as well as the amended pro-
ject area while minimizing any economic, social or cul-
tural disruption attendant thereto.
The provisoin of additional opportunities for partici-
pation in the redevelopment of the Project Area as
amended by residential and business owners and tenants
than are presently available.
H.
The proposed d~velopment should go far in stimulating additional
private development in the downtown area, thus establishing
Santa Ana as the focal point of the inland Orange County area.
IV. Conformance with the General Plan
The proposed redevelopment of the project area conforms
to the General Plan of the City of Santa Ana, California.

B.
The General Plan of the City designates the area within
the amended project boundary as urban land use composed
of residential, commercial and related public and quasi-
public facilities.
The General Plan establishes a range of housing densi-
ties and development standards. The Plan reflects the
physical form of the area, and the social and economic
. forces which affect the pattern of residential develop-
ment. The Plan establishes principles which will en-
courage better neighborhood design and construction of
large scale planned residential development.
C.
The purpose of the proposed amendment is to provide
sufficient land area within the amended Project Area
of appropriate types of commercial development property
located and served by good access to meet the shopping,
commercial and professional needs of the entire Project
Area as amended.
D.
The General Plan provides for the required commUnity
facilities to serve the area within the amended Project
Area, City and region.
E.
The General Plan proposes an adequate traffic circulation
system in and around the amended Project Area to provide
for the efficient and safe movement of people and goods.
The General Plan establishes width and improvement
standards to be followed in the development of circula-
tion facilities.
V. Impact of the Project upon Residents and upon the surroundin~
Area
The City's primary effort is one to improve, renew and return
to prominence the central commercial core area of the City
to the stature it once held.

The need for the City to make a substantial investment
through redevelopment efforts cannot be overemphasized, as
this could very well be the catalyst which would precipitate
private investment in the Project Area. Proposed project
site improvements of this nature include street and utility
improvements, installation of needed water, sewer and storm
drain facilities, implementation of a vehicular and pedestrian

circulation plan, and acquisition and development of
adequate open space and park facilities.
The City's primary effort is to create, in harmony with
private developers, a regional shopping center that will
stop the egress of major retail stores out of the City,
including portions of the City located in both the original
Project Area and the proposed amended Project Area.
The City's secondary effort is to improve major north-south
access such as Broadway, Main and Bush to allow a direct
and easily accessible connection between the regional
center and the downtonw core.
Further, this amendment will spur the development of the
surrounding area and generate a renewed interest in Santa
Ana by developers and major tenants.

The Agency may acquire property in the area to carry out the
intent of this amendment: however, it is anticipated that
the majority of land acquisition and assemblage will be
accomplished by the private market.
Displacement of residents as well as businesses may be neces- '
sary. However, maximum opportunity to return to the same
neighborhoods will be provided. Relocation assistance for
residential displacement and businesses will be provided
and relocation grants and moving expenses will be made.
This amendment, whether or not it results in the development
of a major shopping center, will be of tremendous importance
to the economic life of Santa Ana. It will strengthen the
central core area (the original project area) by revitalizing
the economy of the entire amended project area and by providing
the public facilities and improvements necessary for such
revitalizing. It will directly relate to the social and
economic well being of each of the citizens of Santa Ana.
Relevant tangible factors of this proposed amended project
include:

Real Estate Tax Revenue
A prime contribution to a community's real property tax
base is derived from the increased economic value of

the redeveloped business district's physical improvements.
Retail Sales Tax Revenue
The City's share of increased sale~ tax will represent
a major benefit to the City. A strong and active re-
tail area will substantially enhance the City's income
and lessen the need to raise property taxes.
C.
City Service Expenditures
The stronger the project area, the less demand the area
places on the community for a disproportionate share
of City services.
Among the intangible factors which are difficult to measure
in terms of "actual dollar value" are the benefits received
by the community exemplified by:

in the project.
The creation of an area of which the community can be
proud.
A general.upgrading of the social and cultural attributes
of the area.
The preservation and enhancement of a positive environment
for the area which will enhance community identity for

The prevention of future severe blight not currently
in evidence and the inherent negative development in-
fluences.
The retention, within the City, of major retail tenants.

Selection of Project Area and Formulation of
Preliminary Plans.
Preliminary Plan: Sufficiency. A preliminary plan
need not be detailed and is sufficient if it:
(a) Describes the boundaries of the project area.
(b) Contains a general statement of the land uses,
layout of principal streets, population densities,
and building intensities and standards proposed
as the basis for the redevelopment of the project
area.
(c) Shows how the purposes of this part would be at-
tained by such redevelopment.
(d) Shows that the proposed redevelopment conforms
to the master plan or general community plan.
(e) Describes generally, the impact of the project
upon residents thereof and upon the surrounding
area.
