A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF SANTA ANA ASCERTAINING AND DETERMINING THE PREVAILING RATE
OF WAGES TO BE PAID FOR EACH CRAFT, OR TYPE OF WORKMAN, OR
MECHANIC NEEDED FOR COMMUNITY REDEVELOPMENT CONTRACTS, IN THE
CITY OF SANTA ~NA IN CONFORMITY WITH THE PROVISIONS OF DIVISION
24, PART 1, CHAPTER 4, ARTICLE X OF THE HEALTH AND SAFETY CODE
.
WHEREAS, The Community Redevelopment Agency of the City of Santa
Ana does find and determine that public convenience and necessity require
the acquisition of materials, plant, labor and services for Community
Redevelopment Agency projects in the City of Santa Ana, and
WHEREAS, The Executive Director has obtained from the Public Works
Director of the City of Santa Ana evidence of, and this agency has ascertained,
in conformity with Section 33423 of the Health and Safety Code and the standards
set forth in Division 2, Part 7, Chapter 1, Article II of the Labor Code, the
general prevailing rate of pay for holiday and overtime work, in Santa Ana,
California, for each craft classification and type of workmen needed to execute
this Agency's contracts executed in conformity with the provisions of Division 24,
Part I, Chapter 4, Article X of the Health and Safety Code;

NOW, THEREFORE, BE IT RESOLVED by the Community Redevelopment Agency
of the City of Santa Ana that in accordance with the requirements of Section 33423
of the Health and Safety Code, this Agency hereby finds and determines, in conformity
with the standards set forth in Division 2, Part 7, Chapter 2, Article I of the Labor
. Code, that the prevailing rate of per diem wages, and work, in Santa Ana, California,
for each craft, classification, and type of workmen needed to execute this Agency's
contracts executed in conformity with the provisions of Division 24, Part I, Chapter
4, Article X, of the Health and Safety Code are set forth as follows:

Fringe labor costs as set forth in the current Southern California Master
Labor Agreement are not included in the above hourly rates and must be added to
those rates.
4IÞ Health and Welfare payments shall be made in accordance with the Souther~
California Master Labor Agreement.
All foremen, unless separately classified, shall be paid as provided in
the Southern California Master Labor Agreement.
Apprentices may be employed in conformance with Section 1777.5 of the
California Labor Code.

The rates of per diem wages for each of the various classifications
~ of work shall be the hereinbefore set forth prevailing rates of hourly wages
multiplied by eight. Eight hours shall constitute a day's work, it being
understood that in the event that workmen are employed less than eight hours
per day, the per diem wage shall be that fraction of the per diem wage herein
established that the number of hours of employment bears to eight hours.
The overtime rule establishing the rates of overtime and holiday work
shall be in accordance with the following: Where a single shift is worked, eight
hours of continuous employment, except for lunch periods, shall constitute a
day's work beginning on Monday and continuing through Friday each week. Where
work is required in excess of eight hours in anyone day or during the interval
of time from 5:00 o'clock p.m. Friday and 12:00 o'clock midnight Saturday,
such work shall be paid for at the minimum rate of one and one-half times the
basic rate of wages, and on Sundays and holidays, such work shall be paid for
at the minimum rate of double the basic rate of wages, except as otherwise
provided in the Southern California Master Labor Agreement.
... Holidays as herein referred to shall be deemed to be New Year's
Day, Decoration Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving
Day and Christmas Day. If any of the above-mentioned holidays, other than
Labor Day and Thanksgiving Day, falls on a Sunday, the following Monday shall
4IÞ be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is
awarded and upon any subcontractor under him to pay not less than the said
specified rates of wages to all laborers, workmen, and mechanics employed by
them in the execution of the contract.
