RESOLUTION NO. 79-52
.
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA MAKING
ENVIRONMENTAL FINDINGS NECESSARY FOR THE
PROPOSED PARTICIPATION AGREEMENT BETWEEN
THE COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF SANTA ANA AND WARREN K. VAN INGEN
AND PETE VAN RUITEN AND MARY VAN RUITEN
FOR THE SALE AND DEVELOPMENT OF CERTAIN
REAL PROPERTY IN THE SANTA ANA REDEVELOP-
MENT PROJECT.
WHEREAS, the Community Redevelopment Agency of the City
of Santa Ana has prepared an Initial Study of the environmental
impact of the proposed Participation Agreement between the Agency
and Warren K. Van Ingen and Pete Van Ruiten and Mary Van Ruiten;
and
WHEREAS, the Agency has reviewed and considered the
above said Initial Study and the Final Environmental Impact Report
for the Santa Ana Redevelopment Project, hereinafter referred to
as the "Redevelopment Project"; and

WHEREAS, it appears on the basis of the Initial Study
that the environmental impact of the proposed Agreement is essen-
tially the same as in the previous Environmental Impact Report;
and that there is no additional information or data available
requiring supplementation of the previous Environmental Impact
Report; and
WHEREAS, said Initial Study conforms to the requirements
of the California Environmental Quality Act of 1970 (Public Resources
Code, Section 2l00 et ~), the "Guidelines for the Implementation
of the California Environmental Quality Act of 1970," as amended,
adopted by the Secretary for Resources of the State of California,
and the procedures for implementation of the Environmental Quality
Act of 1970 as adopted by Resolution No. 75-4 of the Agency.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVEL-
OPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS:

The Agency hereby finds and determines that:
l, Neither the approval nor the implementation of the
. proposed Agreement will cause substantial changes in the Redevel-
opment Project, or with respect to the circumstances under which
the Redevelopment Project is to be undertaken, which will require
major revisions in the Environmental Impact Report previously
adopted for the Redevelopment Project due to the involvement of
new environmental impacts not covered in said previous Environ-
mental Impact Report.

2. No new information of substantial importance to the
Redevelopment Project has become available which shows that the
project to be undertaken pursuant to said Agreement will have one
or more significant effects not discussed previously in the Environ-
mental Impact Report; or that significant effects previously examined
will be more severe than shown in the Environmental Impact Report;
or that mitigation measures or alternatives previously found not
to be feasible would in fact be feasible and would substantially
reduce one or more significant effects of the Redevelopment proj-
ect; or that mitigation measures or alternatives which were not
previously considered in the Environmental Impact Report would
substantially lessen one or more significant effects on the environ-
ment.

3. The proposed action will have no significant effect
on the environment, except as identified and considered in the
previous Environmental Impact Report.
