OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
March 10, 1981
The meeting was called to order at 5:04 p.m. by Mayor Ward in the City
Council Chambers, 22 Civic Center Plaza. Councilmembers present were
Gordon Bricken, Daniel E. Griset, Robert W. Luxembourger, J. Ogden
Markel, Harry K. Yamamoto, and Mayor James E. Ward. City Manager A. J.
Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C.
Guy were also present. Councilman Serrato was absent.
INVOCATION
PLEDGE OF ALLEGIANCE
Following the Pledge of Allegiance
to the Flag, the Invocation was
given by Councilman Gordon Bricken.
CERTIFICATION OF CANVASS
OF ELECTION
election results as follows:
Clerk of the Council Janice C. Guy
presented to the Council her
Certificate of Canvass completed
March 6, 1981, confirming the
Gordon Bricken elected to represent Ward I by a total
of 5,744 votes for the term ending April 9, 1985.
John Acosta elected to represent Ward 3 by a total of
3,482 votes for the term ending April 9, 1985.
Daniel E. Griset elected to represent Ward 5 by a total
of 5,763 votes for the term ending April 9, 1985.
Patricia A. McGuigan elected to represent Ward 7 by a
total of 5,362 votes for the term ending April 9, 1985.
James A. Richards elected to the office of Member of the
Governing Board of the Santa Aha Unified School District
by a total of 2,363 votes to complete an unexpired term
ending November 27, 1981.
The total number of ballots cast was 8,658, representing 12.9% of the total
number of registered voters, 67,031.
RESOLUTION NO. 81-34
ELECTION RESULTS
ADOPTED
MOTION was made by Yamamoto,
seconded by Bricken, to adopt
the following resolution:
RESOLUTION NO. 81-34 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA ANA DECLARING THE
RESULTS OF THE 1981 GENERAL MUNICIPAL ELECTION
AND A SPECIAL ELECTION OF THE SANTA ANA UNIFIED
SCHOOL DISTRICT.
WHEREAS, the City Council of the City of Santa Ana did, by
Ordinance NS-1560, dated December 8, 1980, call for a general municipal
election to be held in the City of Santa Ana on March 3, 1981, to fill
the offices of members of the said Council to be nominated from Wards
One, Three, Five, and Seven of the City of Santa Ana; and
WHEREAS, a special election of the Santa Ana Unified School
District, called to be held on March 3, 1981, was consolidated with
the said general municipal election pursuant to Resolution No. 80-216,
dated December 8, 1980, of this Council; and
WHEREAS, this Council did, by its Resolution No. 80-218, dated
December 8, 1980, direct the Clerk of the Council to canvass the returns
of the said consolidated election pursuant to Section 22932.5 of the
Elections Code of the State of California; and

WHEREAS, the Clerk of the Council has completed the canvass
of the returns of the said consolidated election and has certified the
results thereof to this Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA, AS FOLLOWS:
1. That the abovesaid consolidated election was duly held on
March 3, 1981.
2. That the results of the said consolidated election, includ-
ing the whole number of votes cast in the city, the names of the persons
voted for, what office each person was voted for, the number of votes
given at each precinct to each person, and the number of votes given in
the city to each person, are as set forth in that certain "Statement of
Results, Consolidated General Municipal Election of the City of Santa
Ana and Special Election of the Santa Ana Unified School District, March
3, 1981" on file in the office of the Clerk of the Council of the City
of Santa Ana, incorporated herein by this reference as though fully set
forth.
3. That, based upon the said results, insofar as the same
pertains to the general municipal election of the City of Santa Ana,
the following persons are declared elected to the following respective
offices, for four-year terms commencing April 14, 1981:
GORDON BRICKEN, Member of the City Council of the City of Santa
Ana from Ward One.
JOHN ACOSTA, Member of the City Council of the City of Santa
Ana from Ward Three.
DANIEL E. GRISET, Member of the City Council of the City of
Santa Ana from Ward Five.
PATRICIA A. McGUIGAN, Member of the City Council of the City of
Santa Ana from Ward Seven.
4. That, based upon the said results insofar as the same pertains
to the Special Election of the Santa Ana Unified School District, JAMES A.
RICHARDS is declared elected to the office of Member of the Governing
Board of the Santa Unified School District to complete an unexpired term
ending November 27, 1981.

member from Ward 7, and James A. Richards, Member of the Governing Board of
the Santa Ana Unified School District.
EXECUTIVE SESSION At 5:09 p.m., Council recessed
RECONVENED to Executive Session and re-
convened at 6:17 p.m., with all
members present including
Councilmember Serrato, and Councilmembers-elect Acosta and McGuigan.
WELCOME TO INCOMING Mayor Ward indicated to the
COUNCILMEMBERS audience that the additional
persons seated on the Council
dais were Councilmembers-elect
Acosta and McGuigan. He welcomed them, and stated they would be welcome
at all Council meetings until their assumption of office on April 14, 1981.
CABLE TV FRANCHISE Mort Fink, a member of the Santa Ana
PROPOSAL CONSIDERATION Chamber of Commerce, addressed
Council, affirming that the
Chamber had created a permanent
cablevision committee, and stated that Chamber of Commerce would be a partner
with the City in monitoring this venture.

their respective CATV franchise proposal:

Following the cable firms' presentations and discussion by Council, MOTION
was made by Yamamoto, seconded by Griset, that the following list of the
top four proposed firms recommended by the City's cable TV consultant,
Telecommunications Management Corporation, be accepted and that criteria be
developed for further negotiations with these firms:
1. Teleprompter of Santa Aha, Inc.,
2. American Television of California,
3. California Cablesystems, Inc.,
4. Colony Cablevision of Orange County, Inc.
An AMENDMENT to the motion by Serrato to instruct the City Manager to
obtain further information by March 16, 1981, concerning each company's
performance relative to service, programming, and construction schedules
(in a minimum of three cities where each firm has ongoing operations)
from city managers and other reliable sources was accepted by the maker
and the second.

EXECUTIVE SESSION By way of action out of executive
CITY OF SA V. CITY OF ORANGE session, MOTION was made by
PLACED ON 3/16/81 AGENDA Yamamoto, seconded by Ward, that
the proposed settlement of the
City of Santa Ana v. City of
Orange (Continental Cities, Inc.), Case #34-83-00, be placed on the
March 16, 1981, Council agenda for a time certain at 4:30 p.m.
Councilman Serrato asked to be excused from voting since he had not been pre-
sent for Executive Session.
