RESOLUTION NO. 79-42

A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA MAKING
ENVIRONMENTAL FINDINGS NECESSARY FOR THE
PROPOSED PARTICIPATION AGREEMENT BETWEEN THE
COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF SANTA ANA AND JONES DEVELOPMENT CORPORA-
TION FOR THE SALE AND DEVELOPMENT OF THAT
CERTAIN REAL PROPERTY IN THE SANTA ANA
REDEVELOPMENT PROJECT.
WHEREAS, the Community Redevelopment Agency of the
City of Santa Ana has prepared an initial study of the Agreement
between the Agency and Jones Development Corporation; and
WHEREAS, the Agency has reviewed and considered the
above said initial study and the final Environmental Impact
Report for the Santa Ana Redevelopment Plan; and

WHEREAS, the Agency has found on the basis of the
initial study that the environmental impact of the proposed
Agreement is essentially the same as in the previous Environ-
mental Impact Reports; and that there is no additional informa-
tion or data available requiring supplementation of the previous
Environmental Impact Reports; and
WHEREAS, said Initial Study conforms to the require-
ments of the Ca¡ifornia Environmental Quality Act of 1970 (Public
Resources Code, Section 21000 et ~,), the "Guidelines for the
Implementation of the CalifornIa Env~ronmental Quality Act of
1970," as amended, adopted by the Secretary for Resources of the
State of California, and the procedures for implementation of
the Environmental Quality Act of 1970 as adopted by Resolution
No. 75-4 of the Agency.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDE-
VELOPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS:
The Agency hereby finds and determines that:

l. Neither the approval nor the implementation of
the proposed Agreement will cause substantial changes in the
Redevelopment Project, or with respect to the circumstances
under which the Project is to be undertaken, which will require
major revisions in the Environmental Impact Reports previously
adopted for the Project due to the involvement of new environ-
mental impacts not covered in said previous Environmental Impact
Reports.
2. No new information of substantial importance to
the Project has become available which shows that the Project
will have one or more significant effects not discussed pre-
viously in the Environmental Impact Report; or that significant
effects previously examined will be more severe than shown in
the Environmental Impact Report; or that mitigation measures or
alternatives previously found not to be feasible would in fact
be feasible and would substantially reduce one or more signifi-
cant effects of the Project; or that mitigation measures or
alternatives which were not previously considered in the Environ-
mental Impact Report would substantially lessen one or more
significant effects on the environment.

3. The proposed action will have no significant
effect on the environment, except as id~tified and considered
in the previous Environmental Impact Reports.
