RESOLllI'ION NO. 79-3
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRON-
MENTAL FINDINGS NECESSARY FOR THE PROPOSED PARTI-
CIPATION AGREEMENT BETWEEN THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA
AND AMERICAN NATIONAL PROPERTIES, INC. FOR THE
SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY
IN THE SANTA ANA REDEVELOPMENT PROJECT.
WHEREAS, the Community Redevelopment Agency of the City
of Santa Ana has prepared an Initial Study of the environmental
impact of the proposed Participation Agreement between the Agency
and Amercian National Properties, Inc.; and
WHEREAS, the Agency has reviewed and considered the above
said Initial Study and the Final Environmental Impact Report for
the Santa Ana Redevelopment Plan; and

WHEREAS, the Agency has found on the basis of the Initial
Study that the environmental impact of the proposed Agreement is
essentially the same as in the previous Environmental Impact Reports;
and that there is no additional information or data available requir-
ing supplementation of the previous Environmental Impact Reports; and
WHEREAS, said Initial Study conforms to the requirements
of the California Environmental Quality Act of 1970 (Public Resources
Code, Section 21000 et seq.), the "Guidelines for the Implementation
of the California Environmental Quality Act of 1970", as amended,
adopted by the Secretary for Resources of the State of California
Environmental Quality Act of 1970 adopted by resolution of the Agency.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOp~mNT
AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS:
The Agency hereby finds and determines that:
1. Neither the approval nor the implementation of the
proposed Agreement will cause substantial changes in the Redevelopment
Project, or with respect to the circumstances under which the Project
is to be undertaken, which will require major revisions in the Environ-
. mental Impact Reports previously adopted for the Project due to the
involvement of new environmental impacts not covered in said previous
Environmental Impact Reports.
2. No new information of substantial importance to the
project has become available which shows that the project will have one
or more significant effects not discussed previously in the Environmental
Impact Report; or that significant effects previously examined will be
more severe than shown in the Enviornmental Impact Report; or that
mitigation measures or alternatives previously found not to be feasible
would in fact be feasible and would substantially reduce one or more
significant effects of the project; or that mitigation measures or
alternatives which were not previously considered in the Environmental
Impact Report would substantially lessen one or more significant effects
on the environment.
