OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 8, 1981
The meeting was called to order at 3:41 p.m. by Mayor Bricken in Room 831,
City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta,
R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, Alfred C.
Serrato, and Mayor Gordon Brickeno Also present were City Manager A. J.
Wilson, Assistant City Attorney Richard E. Lay, Clerk of the Council
Janice C. Guy, and a member of the press. Councilmember Daniel E. Griset
arrived at 3:54 p.m.
ORAL COMMUNICATIONS Following his invocation, the
MAYOR BRICKEN Mayor informed Councilmembers
he would be leaving the City
June 8 to attend the United
States Conference of Mayors in Louisville, and then would be on vacation
until July 1. He then summarized the events that had transpired during
his recent trip to Washington when he met with President Reagan and staff
for a briefing on the Administration's policy proposal relative to Block
Grants.
1981-82 PRELIMINARY The City Manager reviewed 1981-82
BUDGET FORMAT REVIEW City Budget summaries of programs,
revenues and expenditures; noted
that departmental summaries now
encompass all activities undertaken by a particular department; explained
that his ultimate objective was a cost-center oriented budget which demon-
strates specific program costs, and responded to Councilmembers' questions.
No action was taken. CA 65.B
ADJOURNMENT
At 5:39 p.m., the meeting was
adjourned by unanimous informal
consent.
