OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 29, 1981
The meeting was called to order at 3:36 p.m. by Mayor Gordon Bricken in
Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were
R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, Alfred C.
Serrato, and Mayor Gordon Bricken. Also present were City Attorney
Edward J. Cooper and Clerk of the Council Janice C. Guy, as well as sev-
eral staff members, representatives of the press, and the public.
Councilmember Daniel E. Griset joined the meeting at 3:49 p.m. Council-
member John Acosta was present but not available for the roll call.
EXECUTIVE SESSION
At 3:37 p.m. the Council recessed
to Executive Session in the Mayor's
office. The Council reconvened at
4:03 p.m. with all Councilmembers
present.
AMENDMENT TO PERS CONTRACT MOTION was made by Luxembourger,
RES. 81-97 - ADOPTED seconded by Griset, to receive
ORD. NS-1588~ADING and file the Actuarial Valuation
& PUBLICATION OF TITLE Report from PERS regarding esti-
mated reductions in City retire-
ment plan costs for safety-member employees if the current 2% at Age 50
benefit formula is reduced to the 2% at A9e 55 formula for future Police
and Fire safety-member employees.

Motion was made by Luxembourger, seconded by Griset, to adopt the following
resolution:
RESOLUTION NO. 81-97 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA ANA DECLARING IN-
TENTION TO APPROVE AN AMENDMENT TO THE CONTRACT
BETWEEN THE CITY COUNCIL OF THE CITY OF SANTA
ANA AND THE BOARD OF ADMINISTRATION OF THE
CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM.
Motion passed on the following vote:

Motion was made by Griset, seconded by Luxembourger, to place the following
ordinance on first reading and authorize publication of title:
ORDINANCE NO. NS-1588 - AN ORDINANCE OF THE CITY
OF SANTA ANA AUTHORIZING AN AMENDMENT TO THE CON-
TRACT BETWEEN THE CITY COUNCIL OF THE CITY OF
SANTA ANA AND THE BOARD OF ADMINISTRATION OF THE
CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM.

AGREEMENT FOR SA/ORANGE MOTION made by Acosta, seconded
TRANSPORTATION STUDY by Markel, to deny the staff's
CONTINUED TO 7/6/81 recommendation that the agreement
be approved between City and JEF
Engineering for professional engineering services in connection with Santa
Aha/Orange Transportation Systems Improvements Study, was superseded by a
MOTION to continue the matter to July 6.

BUDGET DISCUSSION The Council reviewed proposed
budgets of the Public Works
and Transportation Departments,
querying the City Manager as to
specifics in many instances, and began discussion of the proposed Develop-
mental Services Department budget. The City Manager informed the Council
that the Fire, Police, and Recreation and Parks Departments were scheduled
for review at the next budget session, to be followed by the smaller de-
partments at subsequent sessions.
ADJOURNMENT At 6:12 p.m., the meeting was
adjourned by unanimous informal
consent to Tuesday, June 30,
1981, at 4:00 p.m. at the
Saddleback Inn, Orange Room, 1600 E. Fourth Street, Santa Ana for a meet-
ing with the members of the Board of the Santa Ana Unified School District.
