OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 30, 1981
The joint meeting of the Santa Ana Unified School District Board and
Santa Ana City Council was called to order at 4:12 p.m. by Mary Pryor,
President of the School Board, in the Orange Room, Saddleback Inn,
1600 E. 1st Street, Santa Ana. City Councilmembers present for the roll
call were Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel,
Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City
Attorney Edward J. Cooper, City Manager A. J. Wilson, and Clerk of the
Council Janice C. Guy, as well as School Superintendent Howard Harrison,
members of the School District and City Staffs, a representative of the
press, and the public. Councilmembers John Acosta and Alfred C. Serrato
arrived at 4:14 p.m. and 4:56 p.m. respectively.
ADMINISTRATIVE Dr. Harrison, Superintendent, Santa
OVERVIEWS Ana Unified School District, gave a
slide presentation demonstrating
the growth and distribution of the
school population. He discussed pupil ethnic/racial composition which
was impacting delivery of education services, citing particularly the
growing number of Limited English Proficiency students. A. J. Wilson,
City Manager, summarized features of the City's physical make-up, in
particular age and composition of its neighborhoods, and transportation
corridors, which affect the City's daytime and resident populations which
in turn impinge on the School population. He also spoke on programs the
City had sponsored in regard to housing, among them more stringent Code
enforcement, loan subsidy programs, and neighborhood Housing Services.

NEW SCHOOL SITES cussed the issue of overcrowding and
methods of relieving the problem.
The negative image of the Santa Aha
schools and its impact on the community, and the relatively low level of
income for significant segments of the Santa Ana population were additional
topics of discussion. Proposed as possible solutions to the need for new
schools to house the increasing student population were mobile classrooms
and leasing property rather than buying. Specific discussion regarding
new school sites was deferred pending a recommendation from the School
Board's Advisory Committee, although mention was made that "schools need
to be where the children are."
The meeting concluded with an avowal of cooperation between the agencies
concerning mutual problems; interest was expressed in another joint
meeting in approximately three months,
RECESS The Council and School Board recessed
to dinner at 6:10 p.m. Councilmember
Markel left the meeting at 6:15 p.m.,
and Councilmember Acosta and Mayor
Bricken left the meeting at 7:04 p.m. ~
ADJOURNMENT At 7:30 p.m., the meeting was adjourned
by unanimous informal consent.
