OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
July 13, 1981
The meeting was called to order by Mayor Bricken at 3:38 p.m. in Room 831,
City Hall, 20 Civic Center Plaza, Santa Ana. Councilmembers present were
John Acosta, Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel,
Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City
Manager A. J. Wilson, City Attorney Edward J. Cooper, Clerk of the Council
Janice C. Guy and several staff members. Councilmember Alfred C. Serrato
was absent.
EXECUTIVE SESSION
The Council immediately recessed to
Executive Session and reconvened at
3:58 p.m.
BUDGET DISCUSSION The City Manager initiated the review
POLICE DEPARTMENT of the Police budget, and stated that
if additional dollars were available,
he would recommend reinstating six
Public Service Officers in the Patrol Section and two Police Officers
Assigned in the Traffic Section. Councilmembers expressed concerns rela-
tive to various aspects of police operations, particularly Traffic and
Patrol.
The City Manager was asked by the Mayor how additional monies, in incre-
ments of $100 thousands, would be allocated to police services if no
budget constraints existed, and by Councilmember Acosta, the cost of
fifteen additional sworn patrol officers. Councilmembers discussed the
need to examine objectives and priorities for the Police Department,
and questioned whether an insurance (more police) or an investment (more
amenities to help prevent crime) strateg~ should be followed relative to
public safety in general.
ADJOURNMENT By unanimous informal consent, the
Council adjourned to 8:00 a.m.,
Saturday, July 18 in Room 831, City
Hall, 20 Civic Center Plaza for the
purpose of continued budget discussion.
