OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
August 17, 1981
The meeting was called to order by Mayor Bricken at 2:00 p.m. in the
City Council Chambers, 22 Civic Center Plaza. Councilmembers present
were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel,
Patricia A. McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also
present were City Manager A. J. Wilson, City Attorney Edward J. Cooper,
and Clerk of the Council Janice C. Guy.
INVOCATION
PLEDGE OF ALLEGIANCE
Following the Pledge of Allegiance
to the Flag, the Invocation was
given by Counciln~mber McGuigan.
AGENDA ORDER The City Manager explained that the
SOUTH COAST PLAZA AREA Transportation Advisory Committee
TRANSPORTATION STUDY had requested the matter of the SOuth
REFERRED BACK TO TRAC Coast Plaza Area Transportation Study
be referred back to TRAC for further
study. The Director of Transportation introduced Mr. Herman Basmaciyan,
one of the consultants responsible for preparation of the study, who pre-
sented an overview and answered questions posed by Council.
Following discussion, by unanimous informal consent, the study was referred
back to the TRAC Committee for further review and report back to Council.

ORAL COMMUNICATION Councilmember Markel brought to
MARKEL - 3RD ST. PARKING Council's attention the recent parking
SET FOR CONSIDERATION 9/8/81 changes on Third Street, stating that
the businesses in that area were being
negatively impacted because of the removal of parking.
Following consideration of a report to the City Manager from the Director
of Transportation, dated August 14, 1981, regarding "Transportation Advisory
Committee's Action on Third Street," the matter was set for consideration
on September 8, 1981, by unanimous informal consent. CA 84.3
CM REPORT ON The City Manager presented a report
DEPT. OF DEV. SERVICES on Developmental Services - Goals,
NO ACTION Objectives and Performance Standards
to the Council. The Chief of Plan-
ning and Zoning presented an overview of changes which had been made to
accelerate project processing time and answered questions posed by Council.
No action was taken on the matter. CA 78

members present, except Councilmember

which recommends:
The decision of the Director of Building & Safety
relative to Class II High Risk Designation of prop-
erty located at 210-228 N. Broadway, 304-314 W. 3rd
Street, is upheld based on the following: Appell-
ant's said property is a high risk building with a
Rating classification II in that it is constructed
of unreinforced masonry, is not an essential building,
contains occupant load of 108 occupants and is
occupied for its intended use for more than twenty
(20) hours per week; and
Pursuant to the provisions of Section 8-2004,
Ordinance No. NS-1518, the Director of Building &
Safety is instructed to send written notice to the
Appellant informing him that he has 270 days after
service of said notice to submit a structural analy-
sis from a licensed civil engineer, structural engi-
neer or architect of the subject building.

HECTOR GODINEZ a City Seal Tile Plaque to Hector
Godinez for his service to the
City as a member of the Community
Redevelopment Commission from January, 1973 to June, 1981. Mr. Godinez
thanked Council for the plaque; the Councilmembers individually congratu-
