OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
November 2, 1981
The meeting was called to order at 1:10 p.m., by Mayor Bricken, in Room
147, Council Chambers, 22 Civic Center Plaza. Councilmembers present
were John Acosta, Daniel E. Griset, R. W. Luxembourger, Patri¢ia A.
McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also present
were City Manager Ao J. Wilson, City Attorney Edward J. Cooper, and
Clerk of the Council Janice C. Guy, as well as the City Manager's admin-
istrative staff and a member of the press. Councilmember J. Ogden
Markel arrived at 1:20 p.m., and Mayor Gordon Bricken left the meeting
at 1:23 p.m.
CITY'S GOALS & OBJECTIVES
WORK STUDY SESSION
The City Manager continued his
summary of goals and objectives
that had been begun at the
Council's last work study session.
Goals relative to Economic Development, Emergency Services, Housing, Inter-
governmental Relations, Public Safety, Recreation, and Support Services
were reviewed by the Council, and the City Manager responded to Council-
members' specific questions.
ADJOURNMENT
At 2:07 p.m., the meeting was
adjourned by unanimous informal
consent of the Council.

The meeting was called to order by Vice Mayor Luxembourger at 2:12 p.m.,
in the City Council Chambers, 22 Civic Center Plaza. Councilmembers present
were John Acosta, Daniel E. Griset, R.W. Luxembourger, J. Ogden Markel,
Patricia A. McGuigan, and Alfred C. Serrato. Also present were City Manager
A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council
Janice C. Guy. Mayor Bricken was assent.

Stewart Roth, applicant for CUP 81-6, addressed Council requesting that
Council reverse its decision to deny CUP 81-6 on the basis that he was
not the owner of the property in question, that he was required to vacate
the premises within 14 months, and the CUP would cause him undue financial
hardship.
The City Manager reviewed the circumstances involved with this particular
application.
