OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
January 18, 1982
The meeting was called to order by Mayor Bricken at 1:05 p.m., in Room 147,
City Council Chambers, 22 Civic Center Plaza. Councilmembers present were
Daniel E. Griset, Ro W. Luxembourger, J. Ogden Markel, Patricia Ao McGui§an,
and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson,
City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy
as well as several members of the City Manager's administrative staff and
the Director of Finance. Councilmembers John Acosta and Alfred C. Serrato
joined the meeting at 1:10 p.m., and 1:40 p.m., respectively.
WORK STUDY SESSION The City Manager presented
8TH FLOOR REMODELING another version of his plan to
remodel the eighth floor,
specifically the Clerk of the
Council's office space. He indicated the costs for this new version
were significantly lower than his previous plans, approximately $35,000.
The Clerk of the Council then presented five alternative plans designed
around the needs and requirements of the Clerk's office. Costs for these
alternative plans ranged from $5,000 to $21,500, depending on the extent
of structure modifications.
Several Councilmembers expressed a need to keep costs down as much as
possible and yet obtain a floor arrangement which would improve the
eighth floor.
By unanimous informal consent, discussion on the matter was continued.

there is a proposed cutback in
State funding which would result a loss of $1,200,000, to the City. He
stressed the need for a Council committee on State legislation.
The Council recessed at 1:58 p.m., and reconvened at 2:06 p.m., in the
Council Chambers, 22 Civic Center Plaza, with all members present.

COMMUNITY SPOTLIGHT Cliff Benson, Donna Minick, and
OLD COURTHOUSE MUSEUM SOCIETY Elynore Barton, representatives
of the Old Courthouse Museum
Society, gave a slide presenta-
tion about the history of the old courthouse building, and their desire to
turn the building into a museum. Councilmember Serrato thanked Mr. Benson
for the interesting presentation and commended the Society for its dedicated
service. Mr. Serrato then presented Mr. Benson with a City Seal Tile

PUBLIC HEARING The Mayor opened the public hear-
HOUSING ELEMENT ing of the Housing Element of the
RES. NO. 82-7 - ADOPTED General Plan of the City of Santa
Ana. The Director of Planning and
Development Services presented the staff report and recommendations.
Larry Morrison, representative of The Arroyo Group, answered questions
posed by Council.

Maya Dunne, representing Fair Housing Council of Orange County, posed
questions to Council regarding inclusion of certain issues in the Housing
Element. The Director of Planning and Development Services stated the
issues were already addressed in the Housing Element.
There were no other speakers on the matter. The Mayor closed the public
hearing.
Following further discussion, MOTION was made by Griset, seconded by
Acosta, to receive and file the Negative Declaration and adopt the follow-
ing resolution:
