HomeMy WebLinkAbout05-03-1982 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 3, 1982 The meeting was called to order by Mayor Gordon Bricken at 1:16 p.m. in Room 147, Council Chambers, 22 Civic Center Plaza. Councilmembers pres- ent were John Acosta, R. W. Luxembourger, Patri¢ia A. McGuigan, and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmember Alfred C. Serrato joined the meeting at 1:24 p.m. Council- members Daniel E. Griset and J. Ogden Markel were absent. ORANGE COUNTY MASS TRANSIT SYSTEM The City Manager provided an COUNCIL STUDY SESSION update of the discussions from the quarterly meetings which had taken place between the Orange County Transit District and communities which are involved in the proposed Rapid Mass Transit System for Orange County. He then outlined both the east-west and the north-south routes and possible alternatives, explaining that in all likelihood, due to its central location, Santa Aha would be involved during the initial construction period. The Transportation Director discussed technologies and design of the system, stating that the east-west route would be a surface route and the north-south, elevated. He reported that construction is anticipated to begin in 1987, with the system operational in 1988. He also mentioned that the imposition of a local tax could result in the initiation of construction at a considerably earlier date. The City Manager encouraged the Council to endorse the efforts of the Orange County Transit District to secure federal funding for county transportation projects. The Council recessed at 1:55 p.m., and reconvened in the Council Chambers at 2:02 p.m., with the same members present. PLEDGE OF ALLEGIANCE INVOCATION Following the Pledge of Allegiance to the Flag, the Invocation was given by Councilmember McGuigan. CONSENT CALENDAR ITEMS REMOVED Items 2E, 4, 5B, 5F, 5H, 12A, 14, 15, 16B and 18A were taken off the Consent Calendar. Councilmember Serrato registered a no vote on items 18B, 10C, 18D and 18E. CITY COUNCIL MINUTES 139 MAY 3, 1982 The City Attorney recommended that the Council adopt the recommendation as it stood, permitting the protest to go forward, and then he would work out alternatives to lift the Police protest. He stated that if conditions could be placed upon the license, it would insure that the nature of the operation did not change. The City Manager stated that the Police protest should be supported, with the understanding that the protest would be withdrawn if the appli- cant would agree to conditions in the license to insure perpetuation of a first class eating establishment at that location. Larry DeKrona, owner of the property, addressed Council, expressing his support of the application and the proposed conditions. He commented that this was a public safety issue, and wanted to know if anything could be done. The City Manager stated that he would follow up with Superintendent Harrison, and if we could do so, assist in lobbying efforts. CA 38 CITY COUNCIL MINUTES 145 MAY 3, 1982 Councilmember Acosta reported on a article he read about SWAT teams, and wanted to know if Santa Ana had a SWAT team. The City Manager reported that Santa Ana did have one. Councilmember Acosta requested an overview of its activities from the Police Department. CA 47 Councilmember Luxembourger requested a ride-a-long session with the Land Use Investigators. RECESS HSG. AUTHORITY RECONVENED Council recessed to the Housing Authority at 4:51 p.m, and reconvened at 4:53 p.m., with the same members present. RECESS EXECUTIVE SESSION RECONVENED at the Ancient Mariner Restaurant, 301N. Council recessed to Executive Session at 4:54 p.m., and reconvened at 5:30 p.m., and immediately recessed to dinner Tustin Avenue. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance to the Flag, the Invocation was given by Reverend George Dunivent, Silver Acres Community Church. Guy, Clerk of the Council, proclaiming May 10-15, 1982, as "Municipal Clerks' Week." Councilmember Serrato presented a proclamation to Elmer Christenson, Chair- man, Senior Citizen's Center Advisory Board, proclaiming the month of May, 1982, as "Older American Month." Vice Mayor Luxembourger presented a proclamation to Division Chief J. D. Dalton, Santa Ana Fire Department, proclaiming May 8, 1982, as "Fire Service Recognition Day." CA 46 COMMUNITY SPOTLIGHT Michele Legacy, Co-editor, and ROADRUNNER STAFF - Carol Hagg, Newspaper Advisor, SADDLEBACK HIGH SCHOOL representing the Roadrunner staff of Saddleback High School, were presented with a City Seal Tile plaque and "I Love Santa Ana" buttons for the Roadrunner staff, by Councilmember McGuigan in recognition of the staff's having received the Medalist Award Rating from the Columbia Scholastic Press Association of Columbia University, New York, for ten consecutive years. CA 9.4 CITY COUNCIL MINUTES 146 MAY 3, 1982 SPECIAL PRESENTATION Certificates of Recognition STUDENT GOV'T DAY AWARDS were presented by Mayor Bricken to students from Mountain View, Saddleback, Santa Ana, Valley, and Mater Dei High Schools for their participation in Santa Ana Student Government Day held Thursday, April 29, 1982. CA 151 PUBLIC HEARING RES. NO. 82-59 - VACATING E/W ALLEY N/1ST ST. ADOPTED The Mayor opened the public hearing regarding vacation of an east-west alley located north of First Street between Townsend and Raitt Streets. Assistant City Manager Swanson gave the staff report and recommendations. The Clerk of the Council reported no written communications. There were no speakers on the matter.
