OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
September 21, 1982
The meeting was called to order by Mayor Bricken at 4:15 p.m., in Room
147, City Council Chambers, 22 Civic Center Plaza. Councilmembers present
were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel,
Patricia A. McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also
present were City Manager A. J. Wilson, City Attorney Edward J. Cooper,
and Clerk of the Council Janice C. Guy.

AMTRAK DESIGN CONCEPTS of Archiplan, reviewed site
and elevation plans for the
proposed development of a
new Amtrak station located at Santa Ana Boulevard and Santiago Street.
He explained that the overall motif was based on a Spanish theme, and
noted the repetition of towers, modeled after the large central tower at
the northwesterly corner of the terminal. He pointed out the variation
in schematic costs for each floor plan of the depot, indicating that the
first floor, which would receive heavier use, was considerably more
expensive than the upper floors.
Councilmembers then commented on various aspects of the design concept,
expressing some concern that the severity and simplicity of the design
were too stark; that possibly the central tower should be relocated; and
that the segregation of bus and train passenger traffic was essential.
The Council expressed a desire to make a "major statement" with the
train station, and urged that an interface between the Orange County
Rapid Transit System and high speed rail system be pursued.
Councilmember Griset summarized the feeling of the design, as compared
with the Pacific Federal building in Costa Mesa, stating that this
design was more sharply demarcated rather than a rambling Spanish, formal
rather than informal, stiffer rather than cozier, and rigid versus relaxed.
The Council expressed a need to meet again with the design contractor
after the Council's comments had been incorporated into a modified design
plan. CA 84.6
At 5:26 p.m., the Council recessed and reconvened in the Council Chambers
at 5:32 p.m., with all Councilmembers present.

Luxembourger, seconded by Markel, to adopt the following resolution:

Councilmember Serrato requested that he be provided with a copy of the
calculations staff had used to arrive at the additional $1.05 in
refuse charges to cover the County dump fee. CA 11.1

of property bounded on the
north by Second Street, on the west by Olive Street, on the south by
First Street and on the east by Flower Street, and the following
resolution, to October 4, 1982:

ORAL COMMUNICATIONS Councilmember McGuigan expressed
COUNCILMEMBERS her appreciation for the excellent
reconstruction job done on the
West First Street storm drain,
and urged Councilmembers to note the display by the Housing Department in
the City Hall lobby.
She expressed a need for staff to investigate possible installation of a
bilingual hazard warning at the site of a crosswalk which had been
eliminated at 16th and Euclid Streets. The matter was referred to staff
for administrative action.
