DISCUSSION A variety of City operations involve the use of paint, fuel, and other solvents which generate hazardous waste materials. These hazardous waste materials are temporarily stored at the Corporate Yard and scheduled for pick-up by an authorized hazardous waste disposal service. Compliance with Environmental Protection Agency regulations requires that an authorized hazardous waste disposal service be used to transport the hazardous materials to a lawfully authorized disposal, treatment, or storage facility within 90 days. On December 2, 2002, the City Council awarded a contract to Environmental Recovery Services, Inc. for a two-year period with provision for two one-year renewals. The vendor has performed satisfactorily during the past contract period, has agreed to renew the contract, and requests only a minimal price increase.
