OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
March 17, 1984
The meeting was called to order by Mayor R. W. Luxembourger at 9:20 A.M.
in Room 510, City Hall, 20 Civic Center Plaza. Councilmembers present
were John Acosta, Gordon Bricken, P. Lee Johnson, Patricia A. McGuigan,
Dan Young, and Mayor Luxembourger. Also present were City Manager
Robert C. Bobb, City Attorney Edward J. Cooper, Clerk of the Council
Janice C. Guy, as well as members of the City's management staff and
the press. Councilmember Dan Griset joined the meeting at 9:46 A.M.
The City Manager explained that the purposes of the meeting were as
follows:
1. A mid-year review of the 1983-84 budget;
2. Distribution of a proposed budget calendar;
3. Determination of Council priorities for the 1984-85 budget; and
4. Discussion of budget philosphy.
Assistant City Manager Dan Stone reviewed present and projected financial
trends, indicating inflation would continue at approximately the same rate
as 1983, in the 4% to 5% range. He reported on the City's revenues,
explaining anticipated increases and decreases in various funds, and also
covered department expenditures, noting that the overall budget picture
was positive.
He then reviewed the findings contained in the following reports:
l. "Joint Report on Cost Analysis, Recreation, Parks and
Community Services Program" dated February 17, 1984,
prepared by the Director of Recreation, Parks and Community
Services;
2. "Mid-Year Review of Traffic Revenue in 1983-84 Budget,"
prepared by Lt. Ken Hall of the Santa Ana Police Department,
dated February 21, 1984;
3. "Council Study Session Mid-Year Review of Non-General Funds,
1983-84 Budgets," prepared by the Administrative Services
Section, dated March 6, 1984; and
4. 1984-85 Fiscal Considerations contained in the report
entitled "Council Study Session Mid-Year Review of General
Fund 1983-84 Budget," prepared by Administrative Services
dated February 21, 1984,
Assistant City Manager Stone then distributed two calendars relative to
budget work sessions -- one proposed for City Council and the second,
the departmental bud§et review schedule.
The City Manager then began a "brain storming session" on possible budget

priorities, summarized as follows:

The 1984-85 budget would contain no carryover funds
but would match income to revenues;
A major museum expansion including accreditation,
specification as to type of museum/cultural center, and
a new public address system;
A library expansion;
A zoo expansion and accreditation;
Sale of surplus lands;
A street beautification program;
A City yard/fire training center, perhaps in joint venture
with the County of Orange;
Elimination of the Stadium Swap Meet;
An expansion of the Police facility;
The sale of City Hall and construction of a new one;
Construction of an All-America sports arena in the Central
Business District;
A City newspaper or magazine;
Cable television master plan;
Increase in youth programming;
Disaster services;
Neighborhood foot patrol in high crime areas;
An increase in computer/telecommunications services;
Downtown business development/community design center/
education element;
Major marketing program for City;
Evaluation of required staff for major projects;
City theme;
Reevaluation of Board and Commission roles and relationships;
A monorail system for the Santa Ana Corridor;
Police Department/Fire Department/Park Patrol improved
communications;
A water bill newsletter;
High quality residential construction;
Infrastructure
storm drains
- street resurfacing
street paving
- sanitary sewers
others;
Sale of the City street light system to public or private
enterprise, keeping historic poles;
Evaluation of possible installation of additional lefthand
turn signals;
Authentic international cultural village;
Parking (controlled by City);
World's Fair in Santa Aha;
Downtown hotel/Space Needle/convention center;
Restaurant row; and
Metropolitan mile.
At Council's request, the manager agreed to reproduce the list and
distribute it to the Council for additional study prior to prioritizing
budget objectives.

Councilmember Acosta expressed his concern that the Police Department was
not staffed at full stren§th. The Police Chief indicated that a major
recruitment effort was in process. Followin§ extended discussion of the
process whereby the Department had fallen below full stren§th, the City
Mana§er indicated that the Police Department should proceed to fill
vacant positions, utilizin§ the funds projected as an under-appropriation
for the Department.
The Fire Chief indicated his Department too was below full stren§th.
At 12:30 P.M., the Mayor declared the meetin§ adjourned.
