OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 4, 1984
The meeting was called to order at 1:13 p.m. by Mayor R. W.
Luxembourger in Room 147, Council Chambers, 22 Civic Center Plaza.
Councilmembers present were John Acosta, Gordon Bricken, P. Lee
Johnson, Patricia A. McGuigan and Mayor Luxembourger. Also present
were City Manager Robert C. Bobb, City Attorney ~dward J. Cooper,
Clerk of the Council Janice C. Guy, members of the City's Executive
Manag~nent team, the public, and the press. Councilmembers Dan Young
and Daniel E. Griset joined the meeting at 1:24 p.m. and 1:39 p.m.
respectively.
The Council immediately adjourned to the Chambers for a slide show
presentation of a new marketing program for the City prepared by the
Santa Ana Economic Development Corporation.
Following the slide presentation, MaureenMcAvay of the Carley Cor-
poration introduced staff members of the firm who would be working on
the develo~x~ent proposal for the A2 site south of the Transit Terminal
on Ross Street.
At 1:25 p.m. the Council reconvened in Room 147, with all members
present except Councilmember Griset.
ROSE PARADE UPDATE
The Community Information Officer briefly reviewed the progress of the
Rose Parade Float C(mmittee to date, and reported the Committee had
recommended the firm of C. E. Bent and Sons as the contractor for
float construction. She showed the Council several possible float
designs but indicated the design process was still in the formative
stage. Councilmember Bricken noted that the Cor~nittee planned to
select a design that would show well on television and permit "easy"
use of flowers. The Community Information Officer responded to
Councilmembers' questions.

NEIGHBORHOOD I~ROVEMENT (CODE ENFORCEMENT) PROGRAM UPDATE
The Director of Planning and Development Services reported program
statistics to date and discussed some of the difficulties of
administering the program. He indicated the program had increased
public awareness and that 450 complaints had been received regarding
deleterious conditions. He showed the Council the next areas which
would be targeted for concentrated code enforcement and also explained
that an expanded program to deal with the landlords was under
development. He noted that program would include possible recouping
of rents by the tenants, increase in charges where work had been
undertaken without building permits, and increased fees to offset
administrative costs. He then responded to Councilmembers' questions.
Councilmember Young suggested that before-and-after pictures be taken;
Councilmember Bricken asked if the possibility of aerial surveillance
of the code enforcement areas had been investigated. The Director of
Planning and Development Services expressed the opinion that
approximately two to two and one-half years would be required to
complete the program and perhaps an additional attorney would be
required to carry out the attendant legal actions.
As an adjunct to the Code Enforcement Program, Councilmembers dis-
cussed the police policy relative to illegal aliens. The Police Chief
explained that unless a subject was in custody, local police did not
question the right of any person to be in the United States, and
stated that depar~ental efforts were geared to building a level of
confidence which would permit illegals to co~unicate information
regarding crimes and substandard housing conditions to the Police.
HOUSING ELEMENT
Associate Planner Marianne Yee reviewed the components of the Housing
Element and 1984-89 Housing Plan including the goals (numbers) for
rehabilitation of units, preservation of existing dwellings, and new
housing construction. She rominded the Councilmembers that the plan
must be approved before July 1, 1984, and reported that staff had
received favorable comments from the State on acceptablity of the
proposed el~ent.
Councilm~bers had several questions with regard to allocation of low
and very low income housing in Orange County.
COUNCIL SUPPORT AND LIAISION
By unanimous informal consent, the matter of Council Support and
Liaison was continued to June 25, 1984.

NORTHEAST ANNEXATION PROPOSAL
The Director of Planning and Development Services reported that staff
had conducted a minor survey of the residents in a 25-acre County
"island" located north of 17th Street and east of Tustin Avenue, with
the result that there was very little interest in annexing to Santa
Ana on the part of the residents. Councilmember Bricken suggested
annexing the conmercial portions of the island only, and Councilmember
Griset indicated that the economics of annexation should be clearly
identified.
The Council recessed at 3:02 p.m., and reconvened in Room 147 at 3:18
p.m., with all Councilmembers present.
Councilmembers discussed their concerns relative to Consent Calendar
items.
At 3:30 p.m., the Council recessed and reconvened in the Council
Chambers at 3:45 p.m. with all members present.

In response to Councilmember McGuigan's question regarding possible

Councilm~ber Bricken declared a conflict-of-interest regarding
Specific Development Plan 21 and requested the record reflect he
did not participate in either the discussion or the vote.
ORAL COM~UNICATIONS
Hal Huu Vo, 3522 W. First Street, addressed Council regarding the
police protest relative to his alcoholic beverage license application
for the property at 3522 W. First Street.
Lizzie O'Neal, 1706 W. Cubbon St., addressed Council ccmplaining
about overcrowding and general substandard conditions in her neighbor-
hood, nanely, crime and overcrowding.
Nate Rios, 1616 W. Brook St., addressed Council complaining about a
lack of code enforc~nent relative to the ice cream truck ordinance.
Robert Mendez, 1670 W. Cubbon St., addressed Council inquiring as to
which ice cream trucks had been licensed to sell in the City, and com-
plaining about push-cart vendors selling in residential areas.
Naoma Capps, 1401 W. Cubbon St., addressed Council regarding
overcrowding and was informed that Rita Hardin was replacing George
Gragg as Conmunity Preservation Officer during his absence due to
illness.
The Director of Planning and Development Services stated that his
department was aware of the probl~ns in this area and it was
scheduled for code enforcement review shortly.

COUNCIL COP~MUNICAT IONS
Counci~r Johnson brought to Council's attention the recent
recognition of Councilmember Acosta by Governor Deukmejian through
appointment to the California Co~nittee on Aging. Councilmsmber
Johnson also requested that a City-wide newsletter be an it~ for
consideration at the next Council Work Study Session.
HOUSING AUTHORITY
The Council recessed to the Housing Authority at 8:45 p.m. and
reconvened at 8:46 p.m. with all members present and iranediately
recessed to Executive Session.
The Council reconvened at 9:20 p.m.
EXECUTIVE SESSION REPORT
The City Attorney reported that no action would be taken out of
Executive Session.
Councilmember Acosta requested that the City Attorney prepare language
to provide additional ccmpensation for the Mayor pursuant to
submitting a Charter amendment to the voters at the November election.
At 9:21 p.mv the meeting was adjourned.
