RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute an agreement with a Business Improvement
District Consultant, selected by City Staff in consultation with
downtown business interests, in an amount not to exceed $15,000.
DISCUSSION
At its meeting of January 3, 2005, City Council directed staff to retain
a consultant to study restructuring the Downtown Santa Ana Business
Improvement District as part of the 2004-2005 annual assessment.
Since January 2005, staff has been working with representatives of the
downtown to resolve some fundamental issues relating to the BID before
hiring a consultant. At this point, ci ty staff as well as
representatives of the downtown concur that a BID Consultant be
retained. The 2004-2005 annual assessment budget provides for
$15,000.00 for a BID Consultant to study the prospect of modifying the
current BID structure. The downtown businesses and City staff will work
together to select a BID Consultant with the appropriate expertise and
knowledge.
FISCAL IMPACT
Funds are available for the BID Consultant in the Business Improvement
District Trust and Agency Reserve Account (account no. 91-01-3611).
