DISCUSSION On December 20, 2004, the City Council approved the 2004 Annual Report and Budget for the Downtown Santa Ana Business Improvement District (BID) . A portion of the approved budget included Downtown promotions and marketing activities totaling $52,500.00. The City has received $89,115.98 from the 2003 and 2004 Fiestas of the Americas profits. City staff recommends that 100 percent of those funds be used in the Downtown to enhance promotional activities. The funds available from both of these sources total $141,615.98. On May 19, 2005, a meeting was held with representatives from the Downtown Santa Ana Business Council, La Calle Cuatro de Santa Ana Association, the Fiesta Marketplace Promotions Committee, and City staff to discuss the BID promotions and marketing budget. A consensus was reached under which the City will contract with La Calle Cuatro de Santa Ana Association and the Downtown Santa Ana Business Council to develop 25T -1 Downtown Santa Ana Business Improvement District Agreements For Promotions in the Downtown June 20, 2005 Page 2 and implement promotions/marketing plans for the Downtown utilizing a combination of 2004 BID funds and Fiestas funds.
