Santa Ana Business Council in an amount not to exceed $67,975.67
for promotions and marketing efforts in the Downtown.
DISCUSSION
On December 20, 2004, the City Council approved the 2004 Annual Report
and Budget for the Downtown Santa Ana Business Improvement District
(BID) . A portion of the approved budget included Downtown promotions
and marketing activities totaling $52,500.00. The City has received
$89,115.98 from the 2003 and 2004 Fiestas of the Americas profits. City
staff recommends that 100 percent of those funds be used in the Downtown
to enhance promotional activities. The funds available from both of
these sources total $141,615.98.
On May 19, 2005, a meeting was held with representatives from the
Downtown Santa Ana Business Council, La Calle Cuatro de Santa Ana
Association, the Fiesta Marketplace Promotions Committee, and City staff
to discuss the BID promotions and marketing budget. A consensus was
reached under which the City will contract with La Calle Cuatro de Santa
Ana Association and the Downtown Santa Ana Business Council to develop

and implement promotions/marketing plans for the Downtown utilizing a
combination of 2004 BID funds and Fiestas funds. It was further agreed
that these funds would be divided in the following manner: 52 percent
or $73,640.31 to be allocated to La Calle Cuatro de Santa Ana
Association, in conjunction with the Fiesta Marketplace Promotions
Committee ($46,340.31 in Fiestas funds and $27,300.00 in BID funds), and
48 percent or $67,975.67 to be allocated to the Downtown Santa Ana
Business Council ($42,775.67 in Fiestas funds and $25,200.00 in BID
funds) to be allocated for various promotions/marketing-related
activities. The agreements will detail the respective
promotions/marketing programs with appropriate financial oversight by
City staff. Staff recommends that the City approve both agreements
allowing the Downtown associations to proceed with their
promotions/marketing plans.
FISCAL IMPACT
Funds are available for these agreements in the Business Improvement
District Trust and Agency Reserve Account (account no. 93-01-3611) in
the amount of $52,500.00 and $89,115.98 from the 2003 and 2004 Fiestas
of the Americas profits held in Citibank.
