OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 27, 1984
The meeting was called to order at 7:36 p.m. by Vern Evans, President
of the Rancho Santiago Co~unity College District Board, in Johnson
Center, Santa Ana College. Councilmembers present were Gordon
Bricken, Daniel E. Griset, P. Lee Johnson, Patricia A. McGuigan, and
Mayor R. W. Luxembourger. Also present were City Manager Robert C.
Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice
C. Guy, as well as members of the College Board of Trustees, the Board
of Education, staff of the respective groups and the press.
Councilmember Dan Young joined the meeting at 7:45 p.m.; Councilmember
John Acosta was absent.
Following the Pledge of Allegiance, all those present gave self-
introductions. The City Manager had a slide presentation shown for
the group prepared by the Santa Ana Economic Development Corporation
which d~monstrated the effort being made to market Santa Ana. He
commented that the City needed close ties with the educational
institutions and that Santa Ana was an urban con*nunity which considers
the needs of all its residents.
Dr. John Dunworth discussed briefly Santa Ana Unified School
District's overriding concern--overcrowding at all levels in the
City's schools. Dr. Robert Ryan reported on the levels of achievenent
attained by Santa Ana students, indicating that at all
levels--elementary, intermediate, and high school--local students on
average were exceeding national norms.
Dr. WilliamWenrich noted the concerns and plans of the College
District, indicating the College was yet to experience the impacts of
the imposition of a tuition fee in the Fall. He expressed the opinion
that coranunity access television would enhance educational efforts.
Dr. Robert Jensen, incoming president for the College, reported that
he had noted pride and enthusiasm in the co--unity on the part of its
residents. He stated that the agencies present had a co~non goal of
serving their constituents and indicated the willingness of the
College to do its share in the community.
The elected representatives and several staff members then discussed
the following:
Possible cooperation between the College and School
District regarding the education of older non-English
speaking students.

- Impacts of the City's Housing Code Enforcement Program
on school population.
Mutual leadership responsibility for the con~n~ity,
including salesmanship of each group's abilities and
product.
The School District's great need for additional facilities.
The need for an Education El~nent as part of the City's
General Plan.
City evaluation of the pending School District Facilities
Report.
Perception of the Santa Ana Schools and the need to
project an image of educational excellence.
- Exploration of joint facility use.
Need to oppose "Jarvis IV."
The College's fundraising efforts for the Orange
Canyon Campus.
President Evans suggested that the City, College and School boards
meet in another 60 days following exploration by the respective staffs
of cooperative efforts regarding the items discussed.
President Evans announced the City Council would adjourn to 9:00 a.m.,
Saturday, June 30, 1984, in Room 510, City Hall, 20 Civic Center
Plaza, and adjourned the meeting at 9:53 p.m.
