OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 30, 1984
The meeting was called to order at 9:37 a.m. by Mayor R. W.
Lux~n~bourger in Room 510, City Hall, 20 Civic Center Plaza. Council-
members present were P. Lee Johnson, Patricia A. McGuigan, Dan Young,
and Mayor Lux~nbourger. Also present were City Manager Robert C.
Bobb, City Attorney Edward J. Cooper, Clerk of the Council Janice C.
~uy, and m~mbers of the City's staff and the press. Councilmember
Daniel E. Griset joined the meeting at 9:45 a.m. Councilmembers John
Acosta, who had informed the Mayor that he would be unable to attend,
and Councilmember Gordon Bricken were absent.
The City Manager announced the appointment of Jan C. Perkins as Santa
Ana's Deputy City Manager of Operations, and briefly outlined her
extensive experience in the field and qualifications for the position.
WORK STUDY SESSION
1984-85 BUDGET
The City Manager introduced his budget, briefly highlighting some of
the major programs proposed for 1984-85 and explained the $142 million
budget containing 1,438 positions demonstrated Santa Ana's commitment
to excellence.
The Finance Director reviewed major revenue sources, including sales
tax, property tax, utility users' tax, motor vehicle tax, business
license tax, building permit fees, traffic fines, gas tax, water
funds, and a prior year balance of $1.5 million.
Council discussed briefly the revenue sources, and Councilmember
Griset requested that staff provide information on the percentage of
City subsidy whichwas required for street maintenance.
The Finance Director then discussed the City's Utility User Tax and
provided the Council with a survey of selected California cities which
demonstrated Santa Ana's tax rate was among those at the bottom of the
scale. The City Manager indicated that he planned to discuss with the
business cor~nunity a possible tax rate increase, which would be tied
to a Charter amendment constraining future increases to only those
approved by two-thirds of the voters.

The Director of Finance reviewed the main elements of the November
ballot issue, "Jarvis IV," including bonded debt constraints, a new
definition of "appraised value," the refund of three years' prior
collections, constraints on formation of assessment districts, and
other similar elements. He indicated the succssful passage of this
constitutional ~endment would result in the loss of $1 to $1.5 mil-
lion in City revenues.
The Police Chief presented a video tape of the Police Department's
proposed programs for the budget year prepared by the Santa Ana Police
Training Department. He and C~L,L~nder Walters discussed many of the
Police Department's statistics, including personnel deployment,
response time, and other statistical data.
Councilm~mber Johnson requested that staff supply him with the day-
time popolation of Santa Ana.
The Police Chief explained at length a foot-patrol program being
proposed and responded to Councilmembers' questions on his progr~ns.
Councilm~ber Young requested again that a work study session be held
on Police/Cede Enforcement. Councilmember Young left the meeting at
11:57 a.m.
The Mayor requested that staff provide information regarding the
ticket revenue produced as a result of the street sweeping program,
and Councilm~mlber McGuigan requested the amount of income produced by
the Special Investigations Department.
The Council recessed at 12:03 p.m. and reconvened at 12:23 p.m. with
the s~emembers present.
The Fire Chief reported on a meeting of the County 5~ergency Medical
Services Committee he had attended, explaining the response to Santa
Ana's proposed paramedic system had been rather negative. He
explained the difference between autc~atic aid which is administered
city to city, and rm]tual aid which is administered through the County.
Councilmember Griset requested that a briefing doc~nent be prepared
for the Council regarding this subject and relating to the action
which had been taken concerning the termination of mutual aid agree-
ments with the City of Orange.
The Fire Chief and Division Chief Montgomery provided the Council with
n~erous statistics regarding Fire Depar~ent operations, including
the percentage of calls for medical aid, response times, and other
statistical data. The Chief discussed at length a proposed reorgani-
zation which placed three deputy fire chiefs in charge of suppression,
smergency preparedness and support services, and training.

Councilme~ber Dan Griset left the meeting at 1:32 p.m.
The Fire Chief explained the favorable results the Department had
experienced as a result of billing for hazardous materials incidents,
and responded to Councilmembers' questions concerning his budget.
The Council agreed to begin the Monday, July 2, 1984, budget
discussion with the Recreation and Parks Depar~aent in Room 510 in
place of Room 147.
At 1:43 p.m., the meeting was informally adjourned.
