HomeMy WebLinkAbout09-10-1984MINUTES OF THE ADJOURNS3 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA September 10, 1984 The meeting was called to order at 7:45 p.m., City Council Chambers, 22 Civic Center Plaza, by Mayor R. W. Luxembourger. Councilmembers present were John Acosta, Gordon Bricken, Daniel E. Griset, P. Lee Johnson, Dan Young, and Mayor Luxembourger. Councilmember Patricia A. McGuigan was absent. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy, as well as m~mbers of the City's Executive Management staff. CITY COUNCIL MINUTES 349 SEPTemBER 10, 1984 EXECUTIVE SESSION The Council recessed to Executive Session at 7:57 p.m., and reconvened in the Council Chambers at 8:18 p.m., with all members present, except Councilm~nber McGuigan. PUBLIC HEARING 75. NEGATIVE D~CLARATION AND AMENDMENT APPLICATION NO. 904 - NORTHEAST CORNER OF RAITT & SECOND STREETS Councilm~mber Bricken was not present due to a conflict of interest. The Mayor opened the public hearing on Amendment Application No. 904 filed by Civic Center Barrio to rezone property from the M1 District (Light Industrial) to the R3 (Medihm~-Density Multiple-Family Residence), or a more restrictive district to allow the development of 8 dwelling units representing Phase II of the Civic Center Barrio owner-built housing project. Recor~nended for approval by the Planning Commission on July 23, 1984, by the following vote: AYES: NOES: ABSENT: Bartelt, Hart, Uno, Savage, Godinez None LaFlar~ne, Miller The Acting Chief of Planning presented the staff report and recon~endations. Peter Major, Civic Center Barrio Corporation, presented a slide presentation showing owner-builders constructing Phase I of the Civic Center Barrio project. The Clerk of the Council reported no written communications. Don Krotee, 106 West Fourth Street, spoke in favor of Amendment Application No. 904. There were no other speakers. The Mayor closed the public hearing. MOTION: Approve and file Negative Declaration, and place the following ordinance on first reading and authorize publication of title: ORDINANCE NO. NS-1747 - AN ORDINANCE OF THE CITY OF SANTA ANA REZONING CERTAIN PROPERTY LOCATED ON THE FAST SIDE OF RAITT STREET BETWEEN SECOND AND THIRD STREETS FROM THE M1 (LIGHT INDUSTRIAL) DISTRICT TO THE R3 (MEDIUM DENSITY MULTIPLE-FAMILY RESIDENCE) DISTRICT. OLD BUSINESS CHRISTMAS PARADE - APPROPRIATION ADJUSTMENT NO. 15 Continued by Council on September 4, 1984, by unanimous informal consent. MOTION: 1) Approve Appropriation Adjustment No. 15 transferring $129,000 from ll-000-Council Contingency to ll-012-Various-Non-Depart- mental; and FILE 310.05 910 2) Approve the following agre~nents and authorize their execution by Mayor and Clerk: AGRE~IMENT TO PURCHASE EIGHT BALLOONS - Between City and Ke~ap Balloons, in the amount of $55,000.00. A-84-89.1 FILE 910 AGREEMENT FOR PARADE OPERATIONS - Between City and Pageantry Productions, in the amount of $6,000.00. COUNCIL AGENDA ITEMS Councilm~nber Griset raised the issue of reconsideration of the Rose Parade Float Appropriation Adjustment No. 16 passed by the Council on September 4, 1984. He questioned the wisdam of approving such an adjustment when the Ad Hoc Chairman of the Comnittee had failed to vote in favor of the matter. MOTION: Griset SECOND: Young VOTE: AYES: NOES: ABSENT: Griset, Johnson, Young Acosta, Bricks, Luxembourger McGuigan The motion failed. Councilmember Bricken expressed his confidence in the Rose Parade Committee and explained it was his understanding that the appropria- tion was made in the form of a loan, and that he did not wish to place the committee or himself in a position to be attacked if the money were not repaid. Councilmembers pointed out that a "best-effort" attempt should be made to repay the City but the Cor~nittee would not be held responsible should fund raising efforts not meet expectations. Councilm~mber Bricken then informed the Council that the design stage of the float was cempleted and that live cast selection would begin next week. EXECUTIVE SESSION The Council recessed to Executive Session from 8:54 p.m. to 8:58 p.m. There was no action taken out of Executive Session.
