OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
September 13, 1984
The meeting was called to order at 7:21 p.m., by Mayor R. W.
Luxembourger, at Antonello's Restaurant, 3800 South Plaza Drive.
Councilmembers present were John Acosta, P. Lee Johnson, Patricia A.
McGuigan and Mayor Luxembourger. Also present were City Manager
Robert C. Bobb, City Attorney I~dward J. Cooper and Clerk of the
Council Janice C. Guy, as well as members of the City's Executive
Manag~uent staff, Bill Morgan, and the public. Councilmembers Gordon
Bricken and Daniel E. Griset joined the meeting at 7:41 p.m. and
8:43 p.m., respectively. Councilmember Dan Young was absent.
An invocation was given by City Manager Bobb.
The Mayor welcc~p~d Bill Morgan frc~ the National Center for Municipal
Develol~nent. Mr. Morgan provided the Council with an update on
Federal cable television and industrial develoument bond legislation.
He explained that UDAG eligibility criteria had changed and that Santa
Ana was now eligible only for "pockets of poverty." He urged Council-
members to become active in the National League of Cities. In his
opinion, tax reform would be the major issue for the Congress in 1985.
Mr. Morgan suggested that Santa Ana work with Congress~n Danneymeyer
regarding AMTRAK schedules. He also c~,~ended Santa Ana on its
efforts to acquire a foreign trade zone. He noted that business
incubator funding through EDA funds could be expected, and that housing
assistance programs were becoming more political with special
de~nonstration programs being most likely to receive funding.
Deputy City Manager Perkins expressed the City's interest in pursuing
grant opportunities for arts and cultural funds. Councilmember
Johnson urged the Council to consider imposing a one percent
development fee for art. Mr. Morgan urged the Council to apply
rapidly for UDAG and neighborhood development demonstration grant
funds.
The Police Chief commented briefly on the scarcity of funding for law
enforc~nent programs.
In conclusion, Mr. Morgan explained the structure and services of the
National Center for Municipal Development, and indicated that Santa Ana
had saved approximately $18,000 last year through retention of its
services.

EXECUTIVE SESSION
At 10:22 p.m., the Council recessed to Executive Session and reconvened
at 10:38 p.m., with the same members present.
No action was taken out of Executive Session.
At 10:38 p.m., the meeting was informally adjourned.
